Until Elwynn decided to jump ship I was going to suggest that the core territory be the metropolitan conurbation that can be described as Eliria-Shirekeep-Musica and the various cities along the river in between, with the old cores of Brookshire and Goldshire remaining in the orbit of that axis. Now it's a little more up in the air.3. Rump Shireroth would cover the core territory of Shirekeep/Lichkeep/Cabbagefall and any other area in the vicinity (e.g. Brookshire). Shirerithian "un-claimed" territories outside the core part of Shireroth would be nominally Shirerithian but de facto headed by local warlords and gangs and used for other states or powers to roam and ravage.
That time Shireroth became a vulture's banquet...

- Occupation of Port Benacia, reoccupation of Sabatini Station, in support of Drak-Modan's "Operation Massive Wedge". (concluded)
- Occupation of the Gloomburg Corridor linking Lachmeren to Mishalan. (concluded)
- Fall Raþ Bivarhin III: Extrication of IBFOR garrisons from Inner Benacia, confrontation with Inner Benacians over Sansabury and ex-Minarborian holy sites, evacuation of key assets (industrial, military, personnel) from Sansabury and &zeter to Merensk-Slomxala bridgehead. (Concluded)
- Border skirmishes with Ś°ecehe Yśehe (Black Lach) of Inner Benacia (ongoing)
- Fall Luikur: Disaggregation of units and command structures from Imperial Forces (Concluded)
- Key Strengths:
- Officer Corps
Imperialist ideology- Modernised and improved operational doctrines
- Accumulation of ex-Imperial military hardware/stores
- Sufficient manpower and equipment for 9 legions
- Regional command structure (banner groups)
- Access to Allied Production Matrix of Raspur Pact
- Credit agreements with multinational corporations
- "Concordats" with Drak-Modan, Elwynn, Sanama, and the Sovereign Confederation
- Key Weaknesses:
- Discredited ideology
- Over extension of forces
Isolated garrisons (esp Northern & Eastern Banner Groups)- Lack of popular support
Low morale amongst rank and file (esp. auxiliaries)Lack of access to resources- Lack of access to manufacturing capacity in areas under full control
Lack of access to finance- Poisonous racial hatreds, especially where Laqi and Transhuman populations are concerned
- Diplomatic Relations:
- Kalgachia: Neutral (wholly pragmatic and transactional, recognising the Kalirion Fracture has pushed the balance of power in Kalgachia's favour, some slight strain owing to perceived support for Laqi insurgents/policy of dumping malcontents into Inner Benacia)
- Raspur Pact: Professed devotion (nominally subordinate to JMC of Pact)
- Tellia: Neutral (likely to respect boundaries of internationally recognised "city state" cantons, but would consider the Tellian Mandate "fair game" in order to secure lines of communication to Amarr.)
- USSO States:
- Bassarid Federation: Hostile (due to legacy of the War of the Harpy)
- Krasnocoria: Hostile (due to being state that started the War of Lost Brothers)
- Jingdao: Hostile (due to the legacy of the Sxiro-Jingdaoese Confrontation)
- Nova England: Neutral (only an observer state in the USSO, respect for their professionalism during the War of the Casks, and admiration for their solidly humanist world view)
- Xang Muang: Neutral (vaguely aware that it exists somewhere in eastern Keltia)
- Vulture States:
- Amokolia: Neutral (adopting a wait and see approach, any advance by Amokolians into Mishalan likely to be strongly and violently opposed however)
- Drak-Modan: Cordial (considered a true partisan of the Raspur Pact and Benacian stability, dialogue and negotiations ongoing)
- Elwynn: Cordial (Understanding based upon Pact loyalty, resistance to aggression against Benacian mainland by Hyperboreans)
- Guttuli Protectorate: Hostile (Near peer rival in control of strategically important cities and waterways, considered sufficiently well armed and well organised to pose a threat)
- Hyperborea: Hostile (Considered inimical to the interests of the Raspur Pact and Benacian security)
- Imperial Regency: Neutral (Former allegiance ended by mutiny, theft of assets, hostility towards Kalirion Dynasty, although relations improved after suppression of Verionist Coup in Shirekeep)
- Imperial Verionist Republic of Shireroth: Neutral (In spite of disapproving of attempted coup in Shirekeep, and highly dubious about the potential for a proliferation of self-proclaimed Kaisers in consequence, relations are likely to be determined by the cooperation of the two states most probable corporate patrons (ESB & Iron Company respectively)
- Inner Benacia: Hostile (Open warfare
but with negotiations ongoing) - Sanama: Cordial (key interest is in securing supply from Sanama oil fields - fuel for arms agreement appears to be working to the benefit of both parties)
- Sovereign Confederation: Cordial (considered a true partisan of the Raspur Pact, shared interest in ordnance, finance, unethical applications for alchemy etc)
Yardistan: Hostile (negotiations suspended, considered inimical to the interests of the Raspur Pact and Benacian security)

Re: time to call it a day?
MapOk, I'm going to throw my hat in the ring too. Based on Nathan II's status as current duke of (whatever is left of) Modan and as the descendant of a Shirerithian Imperial Bloodline (Kaiser Sehml and Kaiser Kizzy who claimed an historic tie to the island of So-Sara)
Bovic Kingdom of Drak-Modan
- Capital: Drakorda, for a fresh start
- Polity: Parliamentary monarchy
- Ruling Body: An elected parliament, The Fury, presided over by a Chancellor.
- Ideologies:
- Bovinism
- Multicultural
- Progressive
- Protective/war-wary/not pacifist
- Romanticly irredentist (regrets the loss of greater Modan-Malarboria, but unwilling to expand, has a fondness and desire to be friendly with any vulture state that has a connection to old Natopian or Waffel-Paine lands: Leng, southern Iserdia, the old Natopian parts of Amokolia, Ynnraille/Goldshire)
- Social democracy/welfare/social programs/economic stimuli (to elevate the millenia-long plight of the downtrodden Shire denizen)
- Defense Force: Drak-Modanese Defense Force
- Territories Controlled:
- Lachmodan
- Territories Disputed:
- So-Sara (disputed with Yardistan)
- Territories Claimed:
- Lachmodan
- So-Sara
- Notable actions to date:
- Declaration of the Bovic Kingdom of Drak-Modan, issued by Nathan II in the city of Drakorda (prompted by nearby revolutionary activity and the rapid fracturing of the Duchy of Modan-Malarboria, the secession of Amarr, aggression of the RIB losing most of western Modan-Malarboria, claims over So-Sara by the Yardistani Republic, fears over the instability of the kaisership, and good old fashioned self-interest)
- Negotiations with the Black Legion re Benacian Archipelago
- Nathan II considering sending his youngest son, John Hilding Waffel-Paine of Drak, to grow up in Drakorda to become 'naturalized' and inherit the kingdom thus retaining some degree of separation between Natopia and Drak-Modan
- Key Strengths:
- Relatively isolated from other vulture hotspots
- Sea-access, fish, iron (partial), agriculture, animals, oil (partial), MCS resources under full control (has possibliity of being self-sufficient)
- Loyal/support the Ayreons and other Imperial sympathizers
- Heavily subsidized, protected by Natopia
- Remains allied to other Raspur Pact remnants
- Access to Allied Production Matrix of Raspur Pact
- Historic bloodline relation to past kaisers
- Possible migration of (some) Elwynnese Tapferites and (some) Ynnrailli Draconians to bolster and stabilize the population
- Key Weaknesses:
- Seen as a satellite/puppet state
- Very close association to Kalirion dynasty
- Heavily subsidized, protected, and directly influenced by Natopia
- Tumultuous recent past, unstable population
- Unclear goals in region
- Dependent upon Raspur pact/Natopia
- Rapid Bovicization/Natopianization may be unsustainable
- Diplomatic Relations:
- Batavia: Friendly
- Kalgachia: Neutral/friendly
- Kasterburg: Neutral
- Raspur Pact: Friendly
- Shirekeep: Friendly (depending on future kaisers/stewards, devoted to Kalirion dynasty)
- Tellia: Neutral/friendly
- USSO States:
- Bassarid Federation: Hostile (due to Natopia's positions)
- Krasnocoria: Neutral
- Jingdao: Unfriendly (due to Natopia's positions)
- Nova England: Neutral
- Xang Muang: Neutral
- Vulture States:
- Sanilla and Amarra: Cordial, supports claim to Highpass
- Elsenar: Neutral (probably friendly)
- Elwynn: Friendly
- Inner Benacia: Hostile (too far to get involved, dislike their repudiation of Raspur Pact and moving in to western Modan-Malarboria)
- Suthergold & Norestria: Friendly
- Benacian Stabilisation Force / Realm of the Black Legions: Cordial
- The Boreal Kingdoms: Neutral/friendly
- Yardistan: Unfriendly (only due to disputed So-Sara)

Nice map, Dr. Sadri. That said, the northwestern corner of The Lodge's island is still Shirithian red.
Additionally, I would be amenable to claiming Zy-Rodun as well iff nobody else has plans for it.
