Confirmation Vote: Guido Zambelis

As a portion of the Common Court treaty is now in the GM Treaty all MTO members are asked to vote to confirm Guido Zambelis as a Jurist of the Common Court. Mr Zambelis is the only candidate, therefore this vote will be to merely confirm his office. The vote will follow the standard procedure and will end after four days.

5b. The Court shall consist of a panel of three jurists independent of the government of the participatory States, elected by the signatory nations of this treaty. The election shall be overseen by the Secretary-General. The Jurists of the Common Court need not be national representatives.

I believe it still has another ~23 hours for the standard 4 day procedure. i've just as the Court to hold off on deliberating until this vote is completed.

We still need 2 more members to vote to pass the standard quorum (raised to 5 now that we have nine members). However, if that quorum cannot be reached I may exercise my emergency procedural power and only count votes cast within the 4 day voting period since by letting this vote fail would leave us without a functioning Court.
