I loooooove it! With these lands, we will finally have our equivalent of Kezan, an island fortress right next to Shireroth! Imperial Diwang, don't forget to move their darling forums to our side too!

Partly true. We already have some isles and territories near their Benacian mainland. However, none of those are economically and culturally as influential as Blackstone and its colony of Itteria.
Their continued prosperity must be assured, so I will propose the Yuan to be lenient and grant some kind of self-government, with the Emperor's permission (of course).
The Calbain... they are a troublesome people. Perhaps we can keep their monarchy, if they are willing to cooperate with the Jingdaoese authorities and allow an increase in power for the descendants of the Maraguan Vryholders.

The constitution grants all these territories to the emperor, should the government wish to find other purposes for them, it should open negotiations with the emperor.

Possible scenario of the 'Five Great Campaigns' (ideas welcome):
1) Prince Jack II dies of old age, leaving the throne to his son. On the day before his coronation, the crown prince is assassinated by a - what is perceived as - republican terrorist group. With no direct heir for the throne, and the imminent threat of civil unrest, the government inquires about the possibility to offer the Crown to the Xianfa Emperor.
The Grand Secretariat sees benefit in it and advises the Emperor to accept the Throne. An agreement is reached to integrate Calbion into the Empire.
In Calbion, the Jingdaoese are welcomed as allies by some, but others still remember the stories about the Calbain Independence War and join the ranks of the 'Purple Guard, who use the border on Nelaga Island with Alexandria to hide in the mountains and escape to the other side of the border if necessary.
2) Because of the sudden change in the head of state, Blackstone sees one of its protectors disappear. Worried to be caught between Jingdao and Shireroth, the trading nation seeks a new ally but doesn't find one. A group of influential merchants who prefer to be a far-away protectorate of the Jingdaoese above being a county of the Elves vote in favour of integration into the Realm.
While initially welcomed by the citizens, a group of naval officers seek to halt the annexation (enragedthat their fleet will end up as a part of a Jingdaoese naval group) and sail out to block their own isle's trading routes.
The Xianfa Emperor decides to send a detachments of marines and the Fleet to handle the affair and crush the revolt.
3) Xang Nam formally became part of Jingdao thanks to the integration of Calbion into the Empire. When a Jingdaoese garrison of 250 soldiers arrives, together with around 10,000 colonists, at Saigon.
Rumours about Xang Namese general Dinh Diem soon reach the city: the general has gathers an army around him and marches from the north towards Saigon. He arrives at the outskirts of the city, kills the garrison and executes around 600 Jingdaoese colonists as an example.
Dinh Diem soon seems unable to think clearly: he orders the foreign possessions to be seized (including those of the Calbain traders) and crowns himself as Diem Emperor, ruler of the Empire of Xang Nam & Muang.
The Navy soon arrives and opens fire on Saigon's administrative quarter. The enormous firepower (and lack of decent artillery) leads to a full blown retreat.
4) The second phase of the war in Xang Nam: an attrition war continues in the jungle. Eventually, with the help of the Xangese of Xang Muang, the Diem Emperor and his forces end up surrounded.
5) Skirmishes against pirates around Fort Impregnable.
