Dutchal Decree 49 (Edict) – 4940 Charter of the Dutchy of Kildare

The Charter

• 1. The Dutchy of Kildare is an Imperial State of The Imperial Republic of Shireroth
  
  2. This Charter is the governing document of the Dutchy. Any law or measure that contradicts the Charter shall be held to be void

A The Land

• 1. The Dutchy consists of all Shirithian held land on the Continent of Apollonia
  
  2. Capitals and important cities
  • a. Blackrock Nua is the Dutchal Capital
    
    b. Apollo City is the Seanad Capital
    
    c. Mons Clistiro is the Coronation site of the Dutch
    
    d. Destrykara is the Economic Centre of the Dutchy
    
    e. Hallucigrad is the Legislative Storehouse of the Dutchy
  
  
  3. Kildare is divided in to a number of Counties
  • a . These counties shall, by default, be ruled by a Count
    
    b. Counties may set up their own means of selecting a Count and their own institutions
    
    c. The Counties and Thanedoms are as listed in Annex A
  
  
  4. The Counties will be grouped together under Thanedoms
  • a. The purpose of a Thanedom is to provide a leadership for counties that do not have their own County level rulers
    
    b. Thanedoms shall, by default, be ruled by a Thane
    
    c. The Counts within a Thanedom may set up their own means for selecting a Thane, their own institutions and laws

B The Government

• 1. The Executive Council is the governing body of the Dutchy of Kildare
  • a. The Executive Council consists of the Dutch of Kildare, the Dant of Kildare and the Marquess of Kildare
    
    b. The Dant is appointed by the Dutch and serves as the organiser of the Dutchy's military forces and their commander in the field.
    
    c. The Marquess is appointed by the Dutch and serves as Steward of the Dutchy.
    
    d. The Dutch of Kildare is the Chairman of the Executive Council
    
    e. The Dutch may, at any time and for any reason, dissolve the Executive Council
  
  
  2. The Seanad is the legislative body of the Dutch of Kildare
  • a. The Seanad may determine its own membership rules, provided that the following are included:
    • i. The Dutch of Kildare
      
      ii. All County level rulers
      
      iii. All Thanes acting as rulers of Counties
    
    b. The Seanad may determine its own procedures
    
    c. The Dutch of Kildare is the President of the Seanad.
  
  3. Dutchal Decrees are to be recorded in the Decree Book
  • a. Decrees shall be marked as either 'Proclamations' (intended as one-time establishment, orders ec) or 'Edicts' having authority of Law
    
    b. Edicts are to be made with reasonable concensus of the Seanad
    
    c. Dutchal Decrees that are to be considered as currently valid Edicts are indicated in Annex B

C The Dutch

• 1. The Dutchy of Kildare is ruled by the Dutch
  
  2. The Dutch holds, ex officio, the following
  • a. The Count of Blackrock
    
    b. The Orare of Andreios as per the Treaty of Airosamente
    
    c. The Thane of Antya
  
  3. In the event that the Dutch is on an LOA or disappears for more than 4 days, then the Marquess may act with the full power of the Dutch
  
  4. Should the Dutch be incapacitated or absent without explaination or arrangements made for 28 days, they will be considered to have forfeited the throne, with the Dutchy passing to their named successor
  
  5. Should the Dutch fail to name a successor, the Seanad shall select one from the Citizens of Kildare,

Dutchal Decree 50 (Proclamation) – Post Charter-reform work

With the 4940 Charter, there are a number of actions to be made.

1. The Seaned is directed to form a military charter

2. The Counts are directed to detirmine, in their respective Thanedoms:
a. The method and circumstances of establishing Thanes
b. The succession of Thanes
b. Any institutions, responsibilities etc. additional to that given by the 4940 Charter

3. With the Audentior section of Greater Audentior now being under joint rule with Apollantis, the remaining parts (Demesos and New Jasonia) are returned to being Counties. Jonas Win'Eth remains Count over both.

Dutchal Decree #52 - Ascension of Dutch Taodosius I

With joy in Our heart, We announce the ascension of Taodosius of the House of Myksos to the Throne of Kildare as Taodosius the First. He will wear the title of 'Dutch of Kildare, Ruler of the Eastern Empire by the Grace of Cato and the Kaiser'.

As We only have the best interests of Our subjects in mind, we hereby declare that those loyal to Dutchess Ignatia will be safe from any prosecution. The former Dutchess will temporarily stay in custody in Mons Clistiro, near the coast of Airosamente, until an agreement is made about her future role in our Dutchy.

Dutchal Decree #53 - Establishing the National Protection Army

With the eye on our military obligations towards our friends of the League of Nations for the Advancement of Purity, a National Protection Army will be created to support the League in its military actions. With the lesser risks at our borders, thanks to the peace with the Garlic people, over 50,000 soldiers who formerly were part of the border guards, are now part of the NPA.

The ultimate goal will be too raise more than 150,000 soldiers, trained by officers of the League and Tegong supervisors.

Dutchal Decree #54 - Appointment of the Count of Kildarian Norfolk

With the looming threat of Aryasht to add territories of the Dutchy of Kildare to their deer-loving realm...
With the distrust of the Kildarian Government in the loyalty of several of the members of the County Government of Norfolk...

... We hereby decree that Jezza Rasmus, Count of Tè Gōng Li, is appointed Count of Kildarian Norfolk.

Dutchal Decree #55 - Congratulations to Semisa II

1. We are happy to announce the ascension of Kaiseress Semisa II to the Mango Throne. Let's rejoice this glorious day! On this day we reconfirm our loyalty to the Throne to which we have shown our loyalty to since the days that Kaiser Gaelen I conquered the Apollonian States and unified them into one, glorious Dutchy.

2. However, we're also sad to announce that our new Kaiseress is heavily deformed. Kildarian doctors are afraid that Her long ears, weird chicken wings on Her back and blue skin color are all incurable. For that reason, state portraits of Her Niftiness will be edited to show a healthy woman (preferably looking like the Goddess Sisera).

Dutchal Decree #57 - Repatriation of Melang

Thadeus Melanje II, Lord of Montauk, will be arrested when setting foot on our Kildarian soil and repatriated as soon as possible. In case the ship 'accidentally' sinks, the Ducal Government will pay for getting back the mortal remains and deliver it to his family in Aryasht.

Dutchal Decree #58 - Governate of Tymaria City

1. Let it be known that all former territories of Norfolk in Kildarian hands, this being Tymaria City, the island of Ashk Darya and MoMA Station Halifax are merged into one political subdivision: the Governate of Tymaria City.

2. The Governate shall be ruled by a Senatorial Governor, appointed by the Dutchess.

3. The capital of the Governate shall be Tymaria City.

4. Temples and other religious or cultural institutions which already are present within those borders at the moment of the approval of the Treaty of Norfolk (5266 ASC) will remain protected.

5. The old palace of Tymaria City shall be restored to its former glory and be used by the Dutchess of Kildare and Prince of Aryasht as family residence.

Dutchal Decree #59 - Congratulations to Trantor IV

The Dutchess of Kildare and Her people congratulate His Niftiness, Kaiser Trantor IV, on His ascension to the Mango Throne. May His rule be prosperous for both the Imperial Republic as the Eastern parts of the Empire!

Long live His noble moustache, which will be admired by all Kildari in public places, as We proclaim that His state portrait - with this noble body part on it - will be spread throughout the Dutchy!

Dutchal Decree #60 - Citizenship of Jack Lewis

Impressed by the piety of a follower of the Icebear religion and because of the large amount of bribes granted to the Dutchal treasury, we welcome Jack Lewis in our midst as a citizen. He will be known by the title 'Master of the Icebear' of the Eastern Court.

May we slaughter many icebears in his name!
