With the former Dutchy of Kildare free from Shireroth we will attempt to never again fall under the influence of a foreign power. While we know that the Kildari - and to a larger extent all Apollonians - have a great sence of pride in their culture and identity, we also know that the grass at the other side always seems greener.

To protect our people against bad influences and to allow the government to protect not only the people, but also their jobs and wealth, we hereby establish the Maritime Apollonian Customs Service (MACS).

The MACS will:
1. hold the responsibility to monitor all foreign trade. the A.R.S.E. has always been a self-sufficient nation and would like to stay that way. However, we recognise the lack of heavy industry and certain expertise in our country, while having an immense supply of raw materials. We will therefore allow the import and export of goods under the guidance of the MACS. For this to function properly, the number of ports that's allowed to trade with foreign nations will be limited.

2. hold the responsibility to combat smugglers and bring them to justice. For this, the MACS will receive a small fleet - and have the right to build more ships - to guarantee that they are able to defeat smugglers.

3. demand a certain import and export tax. The revenues will be send to the Apollonian Republic.

4. allow foreign trade - without state taxes - with all Apollonian nations which have joined the MACS. We invite the Gong Federation to join this noble cause.

The Service will be led by an Inspector-General who is appointed directly by the Caudillo himself.

1. List of Port Cities (5598 ASC):
- Port Nevermore
- Apollo City
- Treesia City

2. Foreign trade will be conducted from one of the above cities. From those cities the goods can be spread throughout the Apollonian Republic.

3. In case other nations join the MACS, at least one Port City for each nation is guaranteed.

Would the Gong Customs Service allow Apollonian overseers (we, of course, will allow the same)?

We are willing to allow our custom process for shipments to the A.R.S.E. to be periodically be audited by the A.R.S.E. as long as the A.R.S.E. allows the same for shipments towards the Gong Federation.

We thank the Gong Federation for its offer! We are - indeed - in need for good ships, and would gladly order 40 of the same type. How high would the cost be?

We will produce 5 ships at a time, production time is estimated to be 2 daor, 20% payment upfront. Before delivery and final payment a team of your navy will be able to inspect the vessel, if the vessel is accepted we expect full payment before delivery.

The MACS shall soon be expanded for the whole Confederation. Therefore several new Port Cities will be added to the list (in Nessus and Aryasht). Experts will be sent to arrange preparations.
