To the Staff of the Imperial Chancellery:

Please note that the Chancellor has been absent from public affairs for one week and thus the provisions established in section 2.7 of the Caprine Code must come into effect to maintain order and productivity in the Frenzy. The most senior appointed official within the Imperial Chancellery--Queen Noor as Minister of the Exchequer--must fulfill the duties of the Chancellor. She is given administrative access to fulfill legislative duties while she is serving as Chancellor pro tempore.
