Resignation as Speaker
Members of the House,
It is with a heavy heart that I must step down from the chair of this august body, and resign my position as Speaker of the High Court of Parliament, so that I may take up my duties as Lord Protector. It has been a distinct pleasure to serve the Honourable Members of this House, and I hope that it may continue to serve the Brettish nation and guide its best interests.
Per the constitution, the House is to be presided over by its longest-serving members by seniority, until a new Speaker can be elected. They are, in order:
1) Rt. Hon. William Eastward-Hart
2) Rt. Hon. Reginald Moore
3) Rt. Hon. Thomas Rivers

I had intended to leave the Speakership to Mr. Moore, whom I believe had expressed interest. However, seeing that two days have passed without a nominee, I offer my own name.
I have experience as a presiding officer in several micronational legislatures, and have served as parliamentarian in two real-world private organizations as well. I have a working knowledge of British parliamentary procedure as used in both Houses of Parliament, and I feel sure that I could develop a workable set of rules for our body, if desired.
The downside to selecting me as Speaker is that I would not be able to refrain from political activity during my time in office. Naturally I will commit to uphold order and parliamentary procedure impartially, but I also intend to be an active legislator, and may propose controversial measures. Now, the constitution does not appear to require the Speaker to abstain from politics, so this is not a formal impediment. However, given the custom of apolitical presiding officers in much of the English-speaking world, I feel obliged to mention the point.

Your zeal in observing custom will serve you well if you are elected Speaker, Mr. Harmsworth. In consideration of the absence of most members from this House, nominations are extended for another twenty-four hours. I would prefer for this to be a true election rather than a confirmation, in the spirit of competition and freedom of choice.

I do agree with the sentiment expressed by Mr. Eastward-Hart. Perhaps Mr. Moore could clarify if he is still interested in the postition.

I have no intention to run for Speaker of the House and support the candidacy of Mr. Harmsworth. My efforts will be focused on preserving the frontiers of the Empire, and such I am not afforded the time to commit to the Speakership.

For myself, I have no objection to a 48-hour voting period -- indeed, based on the Constitution, it is questionable whether any shorter window is legal. These sorts of rules will, of course, themselves have to be established by a parliamentary vote, not by the Speaker's personal fiat.

Mr. Moore is, of course, entitled to his own views and proposals. I would note, however, that the Constitution does not give the Speaker power to make rules, only the power to enforce rules made by a Resolution of the House. Any rules the Speaker does make on his or her own authority would be purely informal, and would exist only by the implicit consent of Parliament.

With two votes in favour of Mr. Harmsworth, one vote in favour of the Lord of Kent, and one indication of presence, Alfred Harmsworth is elected Speaker of the House of Commons for the remainder of Whitsun Term (which concludes 25 June). I step down from the speaker's chair and all associated responsibilities and thank the House for its patience and understanding in dealing with its oldest member as Speaker pro tempore during this tumultuous period of our history.
