[Forum Request] The Wechua Nation

Hello, hello!

I would like to request a forum for the revival of the Wechua Nation under the Raspur Pact category as follows (stolen from Ric's Elwynn request):

1. New Wechua top-level forum under Raspur Pact states with this flag (already sized to perfection for forum use) and the following description:

The Wechua Nation is a nation in central Keltia composed mainly of the Keltian native Wechua people. Its administrative and political center is located in the city of Parap. The Wechua Nation arose in ancient times from the highlands of Central Keltia, specifically the Mount Lacara area. Want to know what an Incan Kingdom would be like in the modern era and with writing? This is the place for you then.

2. Organize the forums accordingly:

• Private Development Forum - password protected, for my use to put together drafts of things before I publicly post it and conversations with others that should take place in a private setting.
• Chinchero Palace - Use this picture as the description, if possible (see HTML code for it in spoiler below). If not, please leave blank. This will have a subforum called "The Wechua Journal" where only the Sapa Wechua can post but everyone can see.

3. Create the following user groups:

• Sapa Wechua (modship over all Wechu forums, please make sure that this usergroup can sticky things, etc.) - this group shall be for the Manco Capac account I will create shortly.
• Inkap Ratin (modship over Querococha House, please make sure that this usergroup can sticky things, etc.) - this group shall be for this account I am posting from.
• Wechua Citizens (for Wechu citizens, Sapa Wechua to be group leader and have the ability to remove or add users to the group).

Could a subforum called "The Wechua Journal" be added under the Chinchero Palace forum where only the Sapa Wechua (moderated by the Sapa Wechua as well) can post, but everyone can see?
