The House of Commoners


The House of Commoners is the lower house of the Parliament of the Brettish Isles. It's members are elected by the people. Each county of the Brettish Isles elects it's own members of the House of Commoners, this to assure that the voice of all of the counties will be heard in the Parliament.

The function of the House of Commoners is serve the people of the Brettish Isles by discussing matters that concern the public. Individual Bretts can request the representative of their county to discuss certain matters.

The members of the House of Commoners can not be members of the aristocracy or the church, they have to be members of the public.

The elections of the members of the House of Commoners are held on the same day in every county of the Brettish Isles, except for Westminster, whose members of the House are elected one week earlier. People can run for the House either as individuals or as a party.

Counting the votes


The House of Commoners is not as important in the lawmaking process as the House of Lords, but is nonetheless an important institution. The House of Commoners has the following parliamentary rights:

Motion

The members of the House of Commoners can accept or reject a motion. A motion can be proposed by all members of the House, when a majority supports the motion, the motion goes to the House of Lords, and the House of Lords have to discuss the motion and make a decision regarding the subject of a motion

Inquiry

When the members of the House of Commoners suspect any activity that may influence the lawmaking proces, the House can request an inquiry. For this, a majority is needed. A special commision will be appointed to execute the inquiry.

Direct Advise

A two-third majority is needed to give a direct advise to the Lord Protector. By doing this, the House of Lords will not discuss the proposal, but the Lord Protector will be directly informed about the proposal and he will make a decision.

Election of a President of the House of Lords

The House of Commoners elects one of their members to serve as President of the House of Lords. The President is an important part of the House of Lords, because he decides the agenda of the House.

Your Excellency,

As someone who has a great affinity for the British system of government, and studied it quite closely, might I make a suggestion? The election of Speaker of the House of Lords by the Commons is quite an innovation, as the heads of the upper house of most Commonwealth realms are either elected by their peers or appointed by the sovereign in some way (i.e. the Lord Chancellor in days of old). However, I can see the logic in ensuring that the Lords are held accountable to the Commons, as opposed to the traditional British monarchy where the reverse was often the theory. Might I propose that the presiding officer of the House of Lords be titled the Lord President (since the House of Lords resembles the Privy Council, which has a president at its heads), and the head of the Commons be titled the Speaker?

Although this function will be just 'President of the House of Lords' since the President is a commoner and therefore not a Lord.
