Compartmentalization means that the classifying authority has power over the information. Changing your amendment to reflect the general term of "Classifying Authority" would make better sense. Refer to 2.7 and you will see who are considered said authorities. It must be up to the classifying authority to determine how it is classified, not exclusively the Crystalline Cabal.

I have modified the amendment thus to reflect the foregoing
terminology concerning the classifying authority.
1.3.2) Also, any individual may be granted by the relevant
classifying authority a special status allowing the individual
to carry and utilize classified information that is compartmentalized,
that is, information that is only a part of a larger piece of information
and cannot be used to deduce the larger piece of information; in
addition, the relevant classifying authority would be in charge of
designating how the information is compartmentalized.

Senators,

You will now answer the question: Does the Senate adopt the proposed Act for The Establishment of the Internal Security of Elwynn?
AN ACT for The Establishment of the Internal Security of Elwynn

§1. Establishing an Organization for the Security of the State
1.1) The Crystalline Cabal is henceforth established as the government organization to be charged with the following duties:
1.1.1) the access control and protection of classified information when designated as a Classified Information Handler by a classifying authority.
1.1.2) the gathering and analysis of foreign intelligence and counter-intelligence;
1.1.3) implement active measures to ensure Elwynn's security;
1.1.4) the establishment of investigative networks to aid in crime prevention and anti-terrorism;
1.1.5) the gathering of intelligence relating to threats concerning the democratic order, the existence and security of the Union or one of its Territories, and the peaceful coexistence of peoples in accordance with the precepts of the Charter of Elwynn;
1.1.6) protect employees of Elwynnese institutions overseas and their families;
1.1.7) provide personal security for Elwynnese government officials and their families; and
1.1.8) conduct joint operations with foreign security services.
1.2) The administration of the Crystalline Cabal will be the duty of the Prelate of the Crystalline Cabal.
1.3) The Prelate must be nominated by the Union Defense Forces General Staff and confirmed by the Senate.
1.3.1) Upon confirmation, the Prelate is conferred the rank of Colonel (OF-5), should they not possess a military rank or are of a military rank lower than OF-5.
1.3.2) Also, any individual may be granted by the relevant classifying authority a special status allowing the individual to carry and utilize classified information that is compartmentalized, that is, information that is only a part of a larger piece of information and cannot be used to deduce the larger piece of information; in addition, the relevant classifying authority would be in charge of designating how the information is compartmentalized.

§2. Establishing a Formal System of Information Classification
2.1) Information may be classified by the relevant authority at any one of the following levels, to be handled in accordance with each levels' provisions:
2.1.1) "Top Secret" must be applied to information, the unauthorized disclosure of which reasonably could be expected to cause exceptionally grave damage to the national security that the relevant authority is able to identify or describe.
(a) Personal clearance code-words for this level of classification must include four (4) words followed by a number.
2.1.2) "Secret" must be applied to information, the unauthorized disclosure of which reasonably could be expected to cause serious damage to the national security that the relevant authority is able to identify or describe.
(a) Personal clearance code-words for this level of classification must include three (3) words followed by a number.
2.1.3) "Confidential" must be applied to information, the unauthorized disclosure of which reasonably could be expected to cause damage to the national security that the relevant authority is able to identify or describe.
(a) Personal clearance code-words for this level of classification must include two (2) words followed by a number.
2.1.4) "Restricted" must be applied to information, the unauthorized disclosure of which reasonably could be expected to cause disruption to the commonweal.
(a) Personal clearance code-words for this level of classification must include one (1) word followed by a number.
2.2) General clearance code-words must be four (four) code words followed by two (2) numbers and are to serve as a cross-reference point for valid personal code-words.
2.2.1) Documents must display this code, preceded by its classification level and its Classification Authority Marker, separated by two (2) forward slashes ('//').
2.2.2) Within each general clearance-code's scope, valid personal code-words may be assigned to individuals.
2.2.3) Multiple documents may be assigned a single general clearance-code for the purpose of categorization.
2.3) The following are valid words to be utilized in the formation of general clearance code-words and personal clearance codes:
2.3.1) ALPHA; BETA; DAYSTAR; DELTA; ECHO; EPSILON; GAMMA; INEA; IOTA; LAMBDA; OMICRON; RUYN; THETA; UPSILON; VERTIGO; XEVAM.
2.4) The following are valid color names to be utilized in the formation of general clearance-codes and personal clearance codes:
2.4.1) RED; BLUE; GREEN; YELLOW; ORANGE, WHITE; BLACK; CYAN;
2.5) Numbers zero (0) through ninety-nine (99) are valid numbers for use in the formation of general clearance code-words and personal clearance codes.
2.6) A single personal clearance-code may not be issued to more than one person and is subject to revocation by it's issuer at any time.
2.6.1) Should a person's clearance be revoked, their personal clearance-code is to be removed from all lists of corresponding general clearance-codes.
2.6.2) No classifying authority may revoke the personal clearance-code as granted by another classifying authority.
2.7) The relevant authority is defined as any of the following:
2.7.1) The Prince or Steward of Elwynn;
(a) Classification Authority Marker is 'PS'
2.7.2) Chancellor of the Court;
(a) Classification Authority Marker is 'CH'
2.7.3) The Councillor for Peace and Kinetics;
(a) Classification Authority Marker is 'PK'
2.7.4) The Councillor for the Nations; and
(a) Classification Authority Marker is 'CN'
2.7.5) The Prelate of The Crystalline Cabal.
(a) Classification Authority Marker is 'CC'
2.8) All relevant authorities which classify information are considered to classify the information independently of one another, with no reciprocity or mutual inclusion among the authorities.
2.9) Clearance code-words may only be issued by the relevant authorities and must issue them independently of one another, with clearance codes being mutually exclusive to other authorities' codes and access controls.
2.10) The Senate of Elwynn may also, by means of a resolution, classify information as necessary.
2.11) All classified information must only be made available on a need-to-know basis, whereby the possession of adequate security clearance to a level of classification is not sufficient grounds for the release of said information to the requester.
2.12) Classified information may be shared with foreign governments and organizations which possess the relevant clearance as listed in §2.1, but only when the information has been classified with the Foreign Relevance classification caveat 'FOREL', followed by the country code.
2.12.1) This does not expressly authorize the distribution of the classified information, despite the FOREL caveat, without also being previously authorized to release it.
2.13) Regarding §1.1.1 of This Act, the Crystalline Cabal is to enforce the compartmentalization and access controls as created by This Act, but is not granted a universal security clearance as an organization.
2.13.1) The Crystalline Cabal must be expressly granted the necessary clearances to handle and maintain classified information from the relevant authorities, being specified as their Classified Information Handler.
2.14) Information shall not be considered for classification unless its unauthorized disclosure could reasonably be expected to cause identifiable or describable damage to the national security in accordance with §2.1 of this order, and it pertains to one or more of the following:
2.14.1) military plans, weapons systems, or operations;
2.14.2) foreign government information;
2.14.3) intelligence activities (including covert action), intelligence sources or methods, or cryptology;
2.14.4) programs for safeguarding nuclear materials or facilities;
2.14.5) foreign relations or foreign activities of the Elwynnese Union, including confidential sources;
2.14.6) scientific, technological, or economic matters relating to the national security;
2.14.7) vulnerabilities or capabilities of systems, installations, infrastructures, projects, plans, or protection services relating to the national security; or
2.14.8) the development, production, or use of weapons of mass destruction, including but not limited to:
(a) fission weapons;
(b) fusion weapons;
(c) radiological weapons;
(d) chemical and biological weapons; and
(e) any and all weapon systems designed with the specific intent of causing casualties and infrastructural destruction on a massive, unprecedented scale.

§3. Establishing a Formal System of Information Declassification
3.1) Information which has been previously classified in accordance with §2 of This Act may be declassified if all of the following conditions are met:
3.1.1) the information in question no longer poses any kind of threat to national security;
3.1.2) the information in question is severely outdated to the point that it's release would have no relevance; and,
3.1.3) the information in question has been reviewed by it's original classifier, along with a Crystalline Cabal committee established for the purpose of the review of the information in question.
3.2) Information which exhibits multiple levels of classification over a range of original classifiers must involve all original classifiers in the act of declassifying said information, with especial attention to keeping all parts of the information which are still relevantly classified in it's current, classified state.

§4. Criminalization of Espionage and the Unauthorized Release of Information
4.1) It is a criminal offense to release classified information of any classification level without authorization to do so.
4.1.1) This applies to information which, despite a relevant caveat, was released to a foreign power without prior authorization to release the information.
4.2) The punishment for the violation of §4.1 of This Act must be as follows:
4.2.1) loss of any held public offices;
4.2.2) revocation of all security clearances held;
4.2.3) life-long barring of holding any public office anywhere within The Elwynnese Union;
4.2.4) possible financial liabilities; and
4.2.5) evaluation for a term of incarceration to be determined by the Court of Justice to reflect the damages caused by its release.
4.3) It is a criminal offense to transfer information of any classification level to foreign nations, their ministries, legislative chambers or other bodies and shall constitute an act of treason against the Elwynnese Nation and Union.
4.3.1) This applies expressly to information that has been classified without Foreign Relevance caveats as provided for in §2.7 of This Act.
4.3.2) This applies to information which, despite a relevant caveat, was obtained illegally.
4.4) It is a criminal offense to release one's personal security clearance code to anyone at any time and is punishable by:
4.4.1) loss of any held public offices;
4.4.2) revocation of all security clearances held;
4.4.3) life-long barring of holding any public office anywhere within The Elwynnese Union;
4.4.4) possible financial liabilities; and
4.4.5) evaluation for a term of incarceration to be determined by the Court of Justice to reflect the damages caused by the release of the security clearance code.

§5. Short Title
5.1) This Act shall have the Short Title of “The State Security Act”.

Voting ends now. There is a tie. Three votes were in favour (by Senators Melang, Lewis and Rakira) and three were against (by Senators Kern, Loki and Erion).
