Perhaps the decisions of the Emperor (or the Council of Princes) can be termed "happenings" to differentiate them from the decrees of a sovereign monarch?

There's a formal petition to join already written up, in fact, with the required renunciation of other states' territory included. It was just awaiting the emblem of the Kingdom to be designed so I could put it on the document; happily, I finished it last night, so if if it would be appropriate I can post the whole thing to the Council of Princes.

Go for it! Then tomorrow I can correct/add Tieya and Karalakh to the Charter and we can get this show on the road.
