NATURE OF EXECUTIVE
Appointed/Hereditary
(I support adoptive monarchy, with the last executive choosing the new one, maybe with confirmation by the legislature. This makes the executive and legislature two different sources of political opinion, rather than just two different conduits of majority rule. It also prevents the sorts of unfortunate fights about executives that marked the last days of the Elwynnese Union)

(I would support a system in which all Imperial State heads have both an internal name and a collective name, with the collective name being "Dukes" and the internal name being whatever the subdivision wants. So, for example, the Prince of Elwynn would gain the style of a "Duke of Shireroth", which might have some imperial level perks.)

POWERS EQUAL TO LEGISLATURE
Maybe approve amendments, maybe they can delegate powers, certainly shouldn't have powers EQUAL to the legislature.

Why not consider a "Duke" / Prime Minister type of arrangement? Lots of activity selecting the PM, with a Head of State to add continuity.

Little bit confused as to the positive feedback I received in the other thread in which I talked about a two-tiered system for Executive, Legislature and Judicial Powers not being brought over here. Taking the assumption that people didn't quite understand what I was suggesting I will set it out below a little more clearly.

Head of State and Government:
Prince

Legislature:
1. Council of Eliria
The Council of Eliria will be made up of the 4 leaders of the Provinces. I originally suggested that the provinces be called Counties with the sub-divisions below that being called Marches controlled by Knights or something similar. The 4 leaders of the Provinces would be entitled to sit and vote in the lower legislature, the Senate, unless it is an area where the Council of Eliria has joint competency with the Senate. The Council of Eliria would have competency over changes to internal and external borders, the power to remove the Prince and approving amendments to the Constitution with the other branches.
2. The Senate
The Senate would be made up of everyone with competency in every area allowed under the High Law of Elwynn and the Imperial Charter, except changing internal or external borders or remove the Prince. To remove the Prince the Senate would need to petition the Council of Eliria with an indictment based in law.

The Judiciary
The Council of Eliria would also act as the Court of the land. It is hard to be judged by peers in micronations but it is my view that we have a unique opportunity to be exceptional. All crimes and disputes are to be adjudicated in the Council unless it involves a leader of a province. In the event that a leader of a province is subject to a crime or dispute he will recuse himself unless it is a high crime. If a high crime, the Prince would be required to lay before the Senate an indictment and the Senate would then try the leader of the province.
