The Desert Morality of Khodastan

Part of Khodastan is a desert, isolated, and used to a very harsh life. This region is under the rule of strict moral law that simply does not apply either legally or even theoretically elsewhere in Aryasht.

On what basis is this moral law applied?

If it's going to be under the care of these guys, I believe the business end of a 7.62mm automatic rifle shall be the primary 'moral reference' here.

As noted before, the current religion accepts God in the Avatar form and as such there are numerous avatars and prophets, some of which are quite local and specific to a people. We have to assume these people have their own tribal prophet who laid down the law. I believe his name is Gothmog.

Not directly, no, but Aryasht and Babkha have many similarities deriving form similar cultural and RL inspirations.
