THE COVENANT OF THE DOMINION

To all to whom these Presents shall come, we the undersigned Delegates of the Realms affixed to our Names send greeting.

We, each acting in the full exercise of our sovereign rights and at our utmost discretion, in order to form a government for our Common Weal, to establish Justice, ensure Civic Harmony, and secure the blessings of Liberty to ourselves and our posterity—invoking the favour and guidance of Providence —do ordain and establish this Covenant as the supreme law of the Dominion, of which no law may supersede in authority or jurisdiction.

I. PERTAINING TO THE COVENANT

§1) By this Covenant the Realms are mutually bound to enter into a firm league of friendship with each other, for their common defense, the security of their realm, and their mutual and general welfare, binding themselves to assist each other, against all force offered to, or attacks made upon them, or any of them, on account of religion, sovereignty, trade, or any other pretense whatever.
§2) The formal name of this polity shall be 'The Covenanted Realms of the Dominion' (CRD) which may be abbreviated to 'The Dominion'.


II. PERTAINING TO THE PRESIDIUM

§1) The Presidium of the Dominion, hereinafter 'The Presidium', serves as the highest governing body of the Dominion.
§2) The Presidium may draft, debate and pass resolutions that are binding upon the Covenanted Realms, settle disputes among the aforesaid realms and muster a military force under its sole command during in times of emergency.
§3) The Presidium shall comprise of the recognised Sovereigns of the Covenanted Realms of the Dominion. A Sovereign shall be defined as being the sole effective possessor of executive authority and power within their respective Covenanted Realm.
§4) No member of the Presidium may be removed from their post, so long as they remain the Sovereign of their constituent realm.
§5) A Sovereign of a Covenanted Realm may delegate the power of his seat on the Presidium to a representative who is not a Sovereign, furthermore being given the power to send or recall such delegates at their leisure.
§6) A Covenanted Realm may exempt itself from the implementation of a Resolution applicable to the whole Dominion, that has been passed by the Presidium, provided that the Sovereign of the aforesaid realm makes a formal notice of the same to the Presidium upon the conclusion of voting in regards to the matter at question. It shall then be for the Presidium to determine whether the Covenanted Realm which has opted for an exemption on the particular resolution is in violation of the Covenant and liable to be subject to action under §9 or acted in a manner compatible with both its specific circumstances and the spirit of the Covenant.
§7) The Presidium may, by unanimous consent, resolve to admit new realms into the Dominion.
§8) In times of emergency, The Presidium may mobilize any militia units to form a national military for the purpose of the defense of the Dominion and its realms.
§9) The Presidium may, by a majority vote, elect to suspend, by Placing under the Ban of the Dominion, a Covenanted Realm of the Dominion if it is found to have violated the Covenant. The Ban of the Dominion may be lifted from a Covenanted Realm by a majority vote of the Presidium once the Realm is deemed to have atoned for its violation and returned to the spirit of Covenant and its correct observance.
§10) The Presidium is prohibited from expelling any Covenanted Realm from the Dominion.

III. PERTAINING TO THE AUTONOMY OF THE REALMS UNDER THE COVENANT

§1) Each Covenanted Realm retains its sovereignty, freedom, and independence, and every power, jurisdiction, and right, which is not by this Covenant expressly delegated to the Presidium of the Dominion.
§2) Covenanted Realms are afforded the right to maintain a militia with land, sea and air capabilities, but are not allowed to utilize them outside of their own borders, except by the direction of the Presidium.
§3) No law created within a single realm is legally binding beyond its borders.
§4) Covenanted Realms may enter into treaties with foreign states at their leisure, providing that they do not pertain to matters of defense or any other power expressly delegated to the Presidium of the Dominion.
§5) No Covenanted Realm may enter into open war or conflict with a foreign nation without first publicly declaring their intention to do so to the Presidium, by which to allow the Presidium to thoroughly contemplate the repercussions of such an act, given that all realms are bound to uphold the safety, security and welfare of one another.
§6) A Covenanted Realm may quit the Dominion by filing notice to the Presidium of the Dominion of its intention to repatriate those powers hitherto expressly delegated to the Presidium. Upon acknowledgement of receipt of the notice by the Presidium the repatriation will be automatically deemed to have occurred and the Realm in question shall be no longer bound by the Covenant and all mutual bonds and reciprocal obligations between the Realm and all other members of the Dominion shall be deemed to have ended.

Resolutions of the Praesidium
4997 [ASC ] Nomezioq of 623


The Praesidium, comprising of Amund Einhornsson, the Grand Marshall of Normark, together with Marcus Lucius Praetor, Consule de Republica de Tyrenia, with Royston Merrick present as Notary of the Presidium met in Nordiskehjem and accordingly noted:


RI: RESOLUTION IN REGARDS TO WAHLSTADT

That the Praesidium recognised the repatriation of powers from the Dominion by the Principality of Wahlstadt after receiving formal written notice from invocation of Article III.§6 of the Convention of the Dominion.


R2: RESOLUTION IN REGARDS TO HURMU

That the Praesidium, by unanimous consent, welcomed the Accession of Hurmu as a Covenanted Realm, in accordance with Article II.§7 of the Convention of the Dominion. Sindre Nemnai was accordingly welcomed onto the Praesidium as Sovereign of the Covenanted Realm of Hurmu.

These Resolutions of the Praesidium are duly notarised by Royston Merrick on this day as indicated and the Convention Signatories updated accordingly.
