We use coal locomotives because they are more environmentally friendly, no risk of leaking diesel!

I assume that with the integration of the Apollonian Republic into Jingdao, the subsidiary of Kildare in Gong is no longer really necessary. Instead, Apollo Rail can become directly part of the main company (lessening the costs in CEO's, etc.).
As one can see here, Kildfare also owns the railways in the far east (Aryasht). With the Central Plains being part of the Empire, this could even be further expanded. We will need to actively seek investments for the creation of a Trans-Apollonian Railway (with this we follow into the footstep of the Keltians who have a similar program).
Not only will the new railway solve many logistical problems for the military, but it can serve to bring goods and travellers from one side of the realm to the other.
But what I wanted to say: should KildFare change its name? Into Imperial Jingdaose State Railways, or something like that?

It was called "Zuidbataafse IJzerbaan" in old Jingdao. Perhaps something like that?

We should revive this idea to strengthen the industries and make transport of the troops from north to south and west to east as fast and easy as possible.

While a railway has little benefit to Norfolk, we see the logic in improving rail transit throughout the rest of the Empire.

True. Moving goods through the Antya River to Lake Christoph and afterwards putting those on the train further north (or vice versa) would most likely be profitable for trade between the south and northern parts of the Empire.

Given the geographic distribution of the Empire along the southern Apollonian coast, it may be prudent to extend this project to develop a ferry network. That would provide service to the coastal islands (Norfolk, Raynor, Gong, Eblis-Rulak, etc). Apollo City could serve as a one of the hub destinations for the rail, unloading goods to be delivered to the islands onto ferries (and vice-versa).

We are developing plans for a new city that would serve the purpose of a transloading mainport. The idea to build huge railroads to move troops across our empire seems to be a waste of money given the states own ability to defend themselves and the small federal army. We need to consider that with our current population and economy we cannot afford such projects.

I was referring specifically to the transportation of goods/commodities. Indeed, the transit of troops via rail would only be a necessity in the event of a major war, and thus makes rail impractical for that purpose.
