ROYAL DECREE Nº 41

TO ALL AND SINGULAR to whom these Presents shall come, Their Majesties the King and Queen of Leichenberg send greeting!

WHEREAS we wish to amend the Basic Law to reflect recent changes to our realm;

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, Grand Duke of Stiermark and Südmoorland, Duke of Rossheim and Slavonia, and Mira, Queen of Leichenberg, Grand Duchess of Stiermark and Südmoorland, Duchess of Rossheim and Slavonia, do by these Presents decree that the Basic Law of the Kingdom of Leichenberg be amended as follows:

1. Article 10 shall be amended to read “the Provinces of Kronstadt, Leichenhafen and Neurossheim” instead of “the Provinces of Kronstadt, Leichenhafen, Neurossheim and Volksburg” and “the cities of Leichenberg, Eiswig, Moorheim, Stierburg and Waldenburg” instead of “the cities of Leichenberg, Eiswig, Moorheim, Stierburg, Waldenburg and Wladischofen”.

2. Articles 20, 21 and 22 shall be amended to read “Three provinces” instead of “Four provinces” and “Three bailichdoms” instead of “Four bailichdoms”:

4. Article 24 shall be amended to read “The cities of Leichenberg, Eiswig, Moorheim, Stierburg and Waldenburg” instead of “The cities of Leichenberg, Eiswig, Moorheim, Stierburg, Waldenburg and Wladischofen”.

TO ALL AND SINGULAR to whom these Presents shall come, His Majesty the King of Leichenberg sends greeting!

WHEREAS we wish to induct our most well-beloved daughter the Queen of Lichbrook into the Order of the Golden Skull;

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, Grand Duke of Stiermark and Südmoorland, Duke of Rossheim and Slavonia, do by these Presents confer upon Her Royal Niftiness Lyssansa, Queen of Lichbrook the Order of the Golden Skull;

AND BY THE AUTHORITY AFORESAID we do decree that the said Queen of Lichbrook shall enjoy all the rights, prerogatives and privileges pertaining to a Lady of the Golden Skull.

TO ALL AND SINGULAR to whom these Presents shall come, His Highness the Duke of Rossheim sends greeting!

WHEREAS we are now of age and ready to assume our responsibilities as heir to our beloved grandfather Max, King of Leichenberg;

AND MINDFUL of the claims of our aunt, Lyssansa, Queen of Lichbrook, to the Leichenbergish throne;

LET IT THEREFORE BE KNOWN that we, Max Viktor Raynor,Duke of Rossheim, do hereby proclaim ourself King of Leichenberg under the name Max the Second;

AND FURTHERMORE we do proclaim our desire to rule in concert with our beloved aunt Lyssansa, in accordance with the provisions of the amended Basic Law of the Kingdom of Leichenberg contained in the Schedule to this Decree.

SCHEDULE: THE BASIC LAW OF THE KINGDOM OF LEICHENBERG

Chapter 1: The Nature of the Realm

Article 1
The official name of this realm is the Kingdom of Leichenberg, or Königreich Leichenberg in the language of the Cibolan Saxons.

Article 2
The Kingdom of Leichenberg is a sovereign necrarchy in which supreme authority is vested jointly in the necrarchs Max Viktor Raynor and Lyssansa of the House of Rossheim, who are styled King and Queen of Leichenberg with the qualification of Majesty in the English language and König und Königin von Leichenberg with the qualification of Majestät in the language of the Cibolan Saxons.

Article 3
The capital of the realm is the city of Leichenberg.

Article 4
English and Cibolan Saxon are the official languages of the realm.

Chapter 2: The Nature of Society

Article 5
Subjects of the necrarchs belong to one of two estates:

(i) The Estate of the Living (Stand der Lebenden);

(ii) The Estate of the Undead (Stand des Untoten).

Article 5.1
The Estate of the Living comprises all living human beings who possess Leichenbergish nationality.

Article 5.2
The Estate of the Undead comprises all sapient undead beings that are subject to the will of the necrarchs.

Article 6
Alongside the two Estates, there exists a servile class of non-sapient necrorobotic and necromechanical constructs known as zombots, or Zomboter in the language of the Cibolan Saxons. Zombots are manufactured from the corpses of the living and are the necrarchs’ possessions.

Chapter 3: The Rights of the Living

Article 7
All living human beings are free and equal. No living human being shall be held in slavery or servitude.

Article 8
All living human beings who are of age have the right to marry and establish a family, regardless of race or sexual orientation.

Article 9
All living human beings have the right to freedom of thought and conscience.

Article 10
The necrarchs’ living subjects have the right to move and settle freely within:

(i) the Provinces of Kronstadt, Leichenhafen and Neurossheim;

(ii) the cities of Leichenberg, Eiswig, Moorheim, Stierburg and Waldenburg.

Article 11
The necrarchs’ living subjects have the right to own property within those regions in which free settlement is permitted. They may not be unjustly or arbitrarily deprived of that property.

Article 12
The necrarchs’ living subjects have the right to work.

Article 13
The necrarchs’ living subjects have the right to a standard of living adequate for their health and well-being.

Article 14
The necrarchs’ living subjects have the right to education.

Article 15
The necrarchs’ living subjects are exempt from royal taxation, with the exception of such temporary and extraordinary taxes as may be required in times of national emergency.

Chapter 4: The Obligations of the Dead

Article 16
Within the realm, the dead are the property of the necrarchs.

Article 17
The corpse of a human being shall be surrendered to the agents of the necrarchs upon death.

Article 17.1
The corpse of a Leichenbergish national shall be retained for posthumous service.

Article 17.2
The corpse of a non-national may be redeemed by the next of kin or appropriate foreign government upon payment of a corpse tax.

Chapter 5: The Undead

Article 18
The only undead permitted within the realm are:

(i) undead members of the House of Rossheim;

(ii) undead subjects of the necrarchs;

(iii) undead possessions of the necrarchs.

Article 18.1
Undead members of the House of Rossheim have all the rights of the necrarchs’ living subjects.

Article 18.2
All other undead are subject to the necrarchs’ will in all things.

Article 19
The necrarchs’ undead subjects are further subdivided into three castes:

(i) The Lich Lords, or Leichenherren;

(ii) The Lichknechts, or Leichenknechte;

(iii) The Dwarrowliches, or Leichenzwerge.

Article 19.1
The Lich Lords are elder liches who serve as the necrarchs’ senior administrators.

Article 19.2
The Lichknechts are greater liches who serve as the necrarchs’ soldiers and agents.

Article 19.3
The Dwarrowliches are lesser liches who serve as the necrarchs’ miners and engineers.

Chapter 6: The Administration of the Realm

Article 20
The realm is organised into:

(i) Three provinces, or Provinzen;

(ii) Three bailichdoms, or Leichenvogteien;

(iii) Two crown lands, or Kronländer.

Article 21
The three provinces are:

(i) The Province of Kronstadt or Provinz Kronstadt, which has its seat of administration in the city of that name;

(ii) The Province of Leichenhafen or Provinz Leichenhafen, which has its seat of administration in the city of that name;

(iii) The Province of Neurossheim or Provinz Neurossheim, which has its seat of administration in the city of that name.

Article 21.1
Each province is administered by a governor, or Gouverneur in the language of the Cibolan Saxons. The governor is a lich lord appointed by the necrarchs and is responsible for maintaining law and order and safeguarding the right of the living inhabitants to good governance.

Article 21.2
Each province has a provincial diet, or Provinziallandtag in the language of the Cibolan Saxons, which is freely elected by the living citizens of that province who are of age and good character. The provincial diet:

(i) is responsible for the welfare of the living inhabitants of the province and the provision and maintenance of those public services and facilities required to support them;

(ii) has the authority to appoint and dismiss living public officials within the province, with the exception of those in the necrarchs’ service;

(iii) has the authority to levy such taxes as may be deemed necessary for the provision and maintenance of public services and facilities, subject to the oversight of the local governor.

Article 22
The three bailichdoms are:

(i) The Bailichdom of Leichenberg or Leichenvogtei Leichenberg, which has its seat of administration in the city of that name;

(ii) The Bailichdom of the Oberland or Leichenvogtei Oberland, which has its seat of administration in the city of Nordtor;

(iii) The Bailichdom of the Westmark or Leichenvogtei Westmark, which has its seat of administration in the city of Waldenburg.

Article 22.1
Each bailichdom is administered by a bailich, or Leichenvogt in the language of the Cibolan Saxons. The bailich is a lich lord appointed by the necrarchs and is responsible for maintaining law and order and safeguarding the right of the living inhabitants to good governance.

Article 23
The two crown lands are:

(i) The Grand Duchy of Stiermark or Grossherzogtum Stiermark, which has its seat of administration in the city of Stierburg;

(ii) The Grand Duchy of Südmoorland or Grossherzogtum Südmoorland, which has its seat of administration in the city of Moorheim.

Article 23.1
Each crown land is administered by a stadtholder, or Statthalter in the language of the Cibolan Saxons. The stadtholder is a lich lord appointed by the necrarchs and is responsible for maintaining law and order and safeguarding the right of the living inhabitants to good governance.

Article 24
The cities of Leichenberg, Eiswig, Moorheim, Stierburg and Waldenburg each have a civic council, or Stadtrat in the language of the Cibolan Saxons, which is freely elected by the living citizens of that city who are of age and good character. The civic council:

(i) is responsible for the welfare of the living inhabitants of the city and the provision and maintenance of those public services and facilities required to support them;

(ii) has the authority to appoint and dismiss living public officials within the city, with the exception of those in the necrarchs’ service;

(iii) has the authority to levy such taxes as may be deemed necessary for the provision and maintenance of public services and facilities, subject to the oversight of the local bailich.

Chapter 7: The Symbols of the Realm

Article 25
The greater arms of the realm are blazoned as follows: Or an Eagle Displayed Gules, armed, beaked and langued Azure; upon its breast an Inescutcheon Quarterly: the first quarter Azure a Skull crowned with a Royal Crown Or, the Cap Gules (for Leichenberg); the second quarter Argent a Bull’s Head Caboshed Gules, armed Argent, ringed and crowned Or (for Stiermark); the third quarter Argent a Fess with fir-tree topped upper edge Sable (for Südmoorland ); the fourth quarter Purpure a Horse Forcene Argent (for Rossheim). The whole ensigned by a Royal Crown and encircled by the Collar of the Order of the Golden Skull and for Supporters, on either side a Horse Argent unguled Or.

Article 26
The flag of the realm is a horizontal tricolour of white, gray and black, with the three stripes representing the three estates. The width of the flag is three-fifths of its length and the width of each stripe is equal to one third of the width of the flag.

Chapter 8: Amendments to the Basic Law

Article 27
The Basic Law may be changed or amended only by the necrarchs in person and in accordance with the procedure established by them.

ROYAL DECREE Nº 44

TO ALL AND SINGULAR to whom these Presents shall come, His Majesty the King of Leichenberg sends greeting!

WHEREAS we are desirous of altering the insignia of the Order of the Golden Skull;

LET IT THEREFORE BE KNOWN that we, Max the Second, King of Leichenberg, do hereby decree that the badge of the Order of the Golden Skull shall henceforth be a golden skull with the eye and nose sockets inset with rubies and crowned with a representation of the royal crown in jewelled and enamelled gold.

AND BY THE AUTHORITY AFORESAID we do further decree that the badge and collar of the said Order of the Golden Skull shall be as depicted in the Schedule to this Decree.

WHEREAS we are desirous of annexing our Duchies of Rossheim-Wladischofen and Rossheim-Volksburg to the realm;

LET IT THEREFORE BE KNOWN that we, Max the Second, King of Leichenberg, do by these Presents decree that:

1. The Duchy of Rossheim-Wladischofen is hereby annexed to the realm as a crown land by the name of the Duchy of Wadenstuhl, or Herzogtum Wadenstuhl in the language of the Cibolan Saxons.

2. The Duchy of Rossheim-Volksburg is hereby annexed to the realm as a crown land by the name of the Duchy of Volksburg, or Herzogtum Volksburg in the language of the Cibolan Saxons.

3. Article 20 of the Basic Law of the Kingdom of Leichenberg shall be amended to read "Four crown lands" in place of "Two crown lands".

4. Article 22 of the Basic Law of the Kingdom of Leichenberg shall be amended to read:

[quote]The four crown lands are:

(i) The Grand Duchy of Stiermark or Grossherzogtum Stiermark, which has its seat of administration in the city of Stierburg;

(ii) The Grand Duchy of Südmoorland or Grossherzogtum Südmoorland, which has its seat of administration in the city of Moorheim;

(iii) The Duchy of Wadenstuhl or Herzogtum Wadenstuhl, which has its seat of administration in the city of Wladischofen;

5. Articles 10 and 24 of the Basic Law of the Kingdom of Leichenberg shall be amended to read "cities of Leichenberg, Eiswig, Moorheim, Stierburg, Volksburg, Waldenburg and Wladischofen" in place of "cities of Leichenberg, Eiswig, Moorheim, Stierburg and Waldenburg".

TO ALL AND SINGULAR to whom these Presents shall come, His Majesty the King of Leichenberg sends greeting!

WHEREAS the territorial administration of our realm has become unnecessarily complex;

RECOGNISING that the living population of the three provinces of Kronstadt, Leichenhafen and Neurossheim is still concentrated overwhelmingly within the provincial capitals;

MINDFUL of our obligation to provide security and good governance for our people;

LET IT THEREFORE BE KNOWN that we, Max the Second, King of Leichenberg, do by these Presents decree that:

1. The three bailichdoms are hereby renamed bailiwicks.

2. The three provinces are hereby converted into bailiwicks.

3. The three provincial diets shall be reconstituted as civic councils.

4. Within the former provinces, the living will be restricted henceforth from settling outside of the cities.

5. Article 10 of the Basic Law of the Kingdom of Leichenberg shall be amended to read:

[quote]The necrarchs’ living subjects have the right to move and settle freely within the cities of Leichenberg, Eiswig, Kronstadt, Leichenhafen, Moorheim, Neurossheim, Stierburg, Volksburg, Waldenburg and Wladischofen.

(ii) Four crown lands, or Kronländer.

8. Article 21 of the Basic Law of the Kingdom of Leichenberg shall be amended to read:

9. Article 21.1 of the Basic Law of the Kingdom of Leichenberg shall be amended to read:

WHEREAS the opportunity has arisen to expand our realm to the western coast;

AND WHEREAS certain of our existing territories are of minimal economic or social value;

MINDFUL of the need to avoid overstretching the population and resources of our realm;

LET IT THEREFORE BE KNOWN that we, Max the Second, King of Leichenberg, do by these Presents annex those territories depicted in yellow upon the map contained in the Schedule to this Decree;

AND BY THE AUTHORITY AFORESAID we do further:

1. Renounce those territories depicted in red upon the map contained in the Schedule to this Decree;

2. Order the immediate evacuation of the city of Wladischofen;

3. Order the immediate evacuation and dismantling of the Südkap Fortress.

ROYAL DECREE Nº 50

TO ALL AND SINGULAR to whom these Presents shall come, His Majesty the King of Leichenberg sends greeting!

WHEREAS it is necessary to provide new homes for the inhabitants of our former city of Wladischofen;

LET IT THEREFORE BE KNOWN that we, Max the Second, King of Leichenberg, do by these Presents decree that the cities of Essen and Hermanburg be refounded;

AND BY THE AUTHORITY AFORESAID we do further decree that:

1. The said cities of Essen and Hermanburg shall have the same autonomy and privileges as the city of Wladischofen possessed on the Seventeenth Day of September in the Year Two Thousand and Thirteen.

2. All living citizens who were resident in the city of Wladischofen on the Seventeenth Day of September in the Year Two Thousand and Thirteen shall be relocated at our personal expense. Those who choose to relocate to the cities of Essen and Hermanburg shall be exempt from all taxes, whether local or extraordinary, for a period of ten years.

3. Any businesses that relocate to the cities of Essen and Hermanburg shall receive adequate compensation for disruption and loss of earnings.

WHEREAS we have deemed the Dwarrowliches worthy of recognition as a separate estate;

LET IT THEREFORE BE KNOWN that we, Max the Second, King of Leichenberg, do by these Presents decree that the Dwarrowliches shall from this day hence comprise a distinct and separate estate of the realm to be known as the Estate of Lichdwarrow, or Leichenzwergenstand;

AND BY THE AUTHORITY AFORESAID we do further decree that:

1. The Estate of the Living shall be known henceforth as the Estate of Cibolan Saxons, or Siebenberge Sachsenstand.

2. The Estate of the Undead shall be known henceforth as the Estate of Lichknechts, or Leichenknechtenstand;

3. Article 5 of the Basic Law of the Kingdom of Leichenberg shall be amended to read:

[quote]Subjects of the necrarchs belong to one of three estates:

(i) The Estate of Lichknechts or Leichenknechtenstand;

(ii) The Estate of Lichdwarrow or Leichenzwergenstand;

[quote]The Estate of Lichdwarrow comprises the undead dwarves who mine beneath the mountains on behalf of the necrarchs.[/quote]

6. The following article shall be added to the Basic Law of the Kingdom of Leichenberg:

The Estate of Cibolan Saxons comprises the living human burghers who inhabit the cities.[/quote]

TO ALL AND SINGULAR to whom these Presents shall come, His Majesty the King of Leichenberg sends greeting!

WHEREAS we are desirous of further amending the Basic Law of the Kingdom of Leichenberg to reflect recent changes to the realm;

LET IT THEREFORE BE KNOWN that we, Max the Second, King of Leichenberg, do by these Presents decree that:

1. Articles 10 and 22 of the Basic Law of the Kingdom of Leichenberg shall be amended to read "cities of Leichenberg, Essen, Eiswig, Hermanburg, Kronstadt, Leichenhafen, Moorheim, Neurossheim, Stierschweig, Volksburg and Waldenburg" in place of "cities of Leichenberg, Eiswig, Kronstadt, Leichenhafen, Moorheim, Neurossheim, Stierburg, Volksburg, Waldenburg and Wladischofen".

2. Article 19 (ii) of the Basic Law of the Kingdom of Leichenberg shall be amended to read "Three crown lands" in place of "Four crown lands".

3. Article 21 of the Basic Law of the Kingdom of Leichenberg shall be amended to read "three crown lands" in place of "four crown lands".

4. Article 22 (iii) of the Basic Law of the Kingdom of Leichenberg shall be amended to read "local bailiff" in place of "local bailich".

5. Article 21 (iii) of the Basic Law of the Kingdom of Leichenberg shall be deleted and Article 21 (iv) renumbered Article 21 (iii).

ROYAL DECREE Nº 53

TO ALL AND SINGULAR to whom these Presents shall come, His Majesty the King of Leichenberg sends greeting!

WHEREAS we are desirous of reorganising the administration of our realm;

LET IT THEREFORE BE KNOWN that we, Max the Second, King of Leichenberg, do by these Presents reconstitute the three crown lands as bailiwicks;

AND BY THE AUTHORITY AFORESAID we do further decree that:

1. The Grand Duchy of Stiermark shall be known henceforth as the Bailiwick of Stierschweig, or Vogtei Stierschweig.

2. The Grand Duchy of Südmoorland shall be known henceforth as the Bailiwick of Moorheim, or Vogtei Moorheim.

3. The Duchy of Volksburg shall be known henceforth as the Bailiwick of Volksburg, or Vogtei Volksburg.

4. Article 19 of the Basic Law of the Kingdom of Leichenberg shall be amended to read:

[quote]The realm is organised into nine bailiwicks, or Vogteien:

(i) The Bailiwick of Leichenberg or Vogtei Leichenberg, which has its seat of administration in the city of that name;

1. The Bailiwick of the Oberland shall be known henceforth as the Bailiwick of the Zwergenland, or Vogtei Zwergenland.

2. Two new bailiwicks, the Bailiwick of Essen and the Bailiwick of Hermanburg are hereby established.

3. The boundaries of the new and existing bailiwicks shall be as depicted upon the map contained in the Schedule to this Decree.

4. Article 19 of the Basic Law of the Kingdom of Leichenberg shall be amended to read:

[quote]The realm is organised into eleven bailiwicks, or Vogteien:

(i) The Bailiwick of Leichenberg or Vogtei Leichenberg, which has its seat of administration in the city of that name;

(ii) The Bailiwick of Essen or Vogtei Essen, which has its seat of administration in the city of that name;
