Kildare is one of the oldest and greatest polities on Micras. During that time, innumerable foreign empires have risen and fall; Kaisers have bestowed themselves with glorifying garlands and been reduced to dust; old idols have been broken and new gods erected in their place. Since 3787 ASC, Hawshire-Dura has been a proud part of this noble nation and land. Together we have overcome foreign enemies and internal crises to flourish and grow to heights of excellent governance never before seen on Micras. And yet at no point since the foundation of this Dutchy has such a grave threat faced us.
Hawshire-Dura puts itself forward as a neutral party to the disputes currently ravaging the lands. Though the murder of one of our elder bretherin who represented us in the Seanad has caused much distress and upset among the people of the isles of Hawshire and Dura, we surviving aldermen take the view that it is of paramount importance that peace in Kildare and across Shireroth be made a priority. The following points are made to the addressed parties:
- Any attempt to declare independence from Shireroth, whatever its legality or effectiveness, cannot in any event legally affect Hawshire-Dura because under the terms of the association of Hawshire and Shireroth, in consideration of gifts of earth and water the Kaiser of Shireroth accepted from the King of Hawshire the gift of the right to "exercise his sovereign power within the Kingdom of Hawshire and to the Government of the Imperial Republic of Shireroth that same prerogative in the name of the Kaiser".
- Despite that constitutional (in the practical as well as legal sense of the word) link to the Golden Mango Throne, Hawshire-Dura remains a fully culturally, politically, economically and militarily Kildari subdivision.
- As the western- and northernmost part of Kildare, Hawshire-Dura is poised as the perfect physical location for any neutral negotiations between powers, be they internal Kildari warlords or political leaders or Imperial representatives.
- Hawshire-Dura remains one of the most picturesque and salubrious counties in the Imperial Republic and therefore any conference or congress would be made in the perfect conditions, especially in the city of Hawshire, or the mountain-top township of Tuphet, where only Citizens of Hawshire are usually permitted to reside.
