Actually, speaking of Musican flags in the other thread, I have just realised we have made a mistake. The Capital District doesn't just include the County of Kralizec and the city of Musica, because the lands outside the city but before the dotted black line are not the city: they are part of the County of Musica. So the final item in the list under section 2 should read:
"(v) The Musican Capital Territory, comprising the counties of Kralizec and Musica."

- THE SECOND ACCORD OF MUSICA -
Establishing the Musican Federation and Regulating its mode of government

RECOGNISING the need for unity between subdivisions, in good times and bad,
APPRECIATING the ancient cultural and geographical bonds that tie Yardistan, Lichbrook and the territories that surround them,
REALISING that we oughtn't put off til tomorrow that which we can do today, and
OBFUSCATING via this preamble all parties' secret unmitigated desire to destroy Kildare;

The people and nobles of Yardistan, Lichbrook and the surrounding territories here assembled hereby establish the Federation of Musica or Musican Federation and agree on the following points as to its nature and governance.

Part I – The Federation
1. The Federation of Musica, to be interchangeably known as the Musican Federation, shall be an alliance of states loyally subject to the Kaiser of Shireroth and zir Imperial Republican government.
2. The Federation shall be constituted from the following Federal States:
(i) The Duchy of Yardistan;
(ii) The United Kingdom of Lichbrook and Modany;
(iii) The County of Monty Crisco;
(iv) The Barony of Solecism; and
(v) The Musican Capital Territory, comprising the counties of Kralizec and Musica.
3. For the purposes of Imperial law and institutions, the Duchy of Yardistan and the United Kingdom of Lichbrook and Modany shall be considered separate Imperial States, with Monty Crisco, Solecism, and the Capital Territories held jointly between them as common territories.
4. The Federal States shall retain complete autonomy within the Imperial Republic subject to the terms of this Accord.

Part II – Federal Institutions
5. There shall be a President of the Federation, called the Dirigent, who shall chair the Concert and administer the Musican Capital Territory. The Dirigent shall be elected by the Concert of the Federation.
6. There shall be a Concert of the Federation which shall serve as a convening body for its residents and nobles. All citizens of Shireroth who are resident in one of the Federal States shall have the right to sit, speak, and vote in the Concert.
7. The Concert is empowered to discuss the united policy of the Federation towards happenings in Shireroth and abroad, and may serve as an informal voting bloc in Imperial institutions such as the Landsraad, but shall not be empowered to pass laws regarding the internal government of the Federal States.
8. During the period of election of the Dirigent, there shall be a Chair Pro Tempore of the Concert; this position shall be held alternately between the Duke-Anarch of Yardistan and the Queen of Lichbrook and Modany.

Part III – Enforcement, Amendment, Dissolution, and Miscellaneous Provisions
9. The present form of this Accord shall come into effect immediately upon ratification by the Concert of the Federation and the government of the Kingdom of Lichbrook.
10. This Accord may be amended or dissolved by majority decision of the Concert. However, in recognition of their sovereignty under the Imperial Charter of Shireroth, the two Imperial States have the right to unilaterally leave the Federation. Those Federal States that are not also Imperial States may only leave the Federation with the approval of the Concert.
11. The official musical instrument of the Federation shall be the Accordion, and official animal the Victorian Accordion-Playing Monkey as depicted in the First Schedule to this Accord.
12. The flag of the Federation shall be as depicted in the Second Schedule to this Accord: Per fess Gules and Azure, a Treble Clef Or, an Alto Clef and two Bass clefs in dexter and in sinister, Or, within a bordure Or.
13. The naval jack to be shown by all Musican fleets when engaged in military operations under the authority of the Dirigent or Concert shall be as depicted in the Third Schedule to this Accord: Per fess Gules and Azure, a Treble Clef Or, within a bordure Or.

In accordance with section 9 of the current version of the Accord that regulates this Concert and this Federation, the Accord may be amended by a majority vote of the Concert.

I wholeheartedly concur! Efficient yet informal, it actually gets things done without a lot of procedure or constant pushing. If only the Landsraad could work like this...

I think the success of the Concert lies in its good humour and the fact that we know what we want to achieve.

As to next steps: forum organisation. The Barony of Yardistan is going to have to be renamed the Duchy. Does the Lichbrook forum need renaming? It should also be moved within the Federation, and Modany moved to be a sub-forum within it.

Article 15
The flag of the realm, known as the Union Flag, is a quarterly field of blue and red with a white cross surmounting a yellow saltire.

You reminded me that we need to add the new Musican flag to the forum (Shyriath's and included in the above Accord) but do you have a picture of this new union flag so that it can be attached to the United Kingdom forum? I was about to put up our admin requests but thought best to be comprehensive.

I don't have a picture of the Union Flag yet, as I only have access to the programs needed to properly draw the saltire when I'm home.

To be honest though, in view of Ari's absence, the mounting backlog of forum requests in Administration and the seeming incapacity of everyone else with admin powers, I really don't see any great need to hurry!

On the point of Ari's absence from the forum, Octavius has been cajoled in the Antican forum into exercising his admin powers and I think with a poke and a please he may be convinced to arrange this all for us.
