[N&H] Benacian Congress in Modan Hamlet

During the Benacian Congress the following resolutions were adopted:
  1. Resolution 001:
    1. The organisation of the Nationalist and Humanist Party (Benacia) is as follows:
      1. The headquarters of the Party is established at Modan Hamlet, Lachmodan.
      2. A board of governance, nominated by the Coordinating Officer, will meet at least once a year in the party headquarters at Modan Hamlet.
      3. The board of governance will elect a chairman, and two vice-chairmen, to preside over meetings, a director of political operations, and a director of internal affairs.
      4. The board of governance will approve, by a simple majority, the Party's official platform, to be reviewed on an annual basis.
      5. Governors, appointed to the board of governance, are members of the Party who represent the Coordinating Officer in the regional Chapters of the Party.
      6. Governors who are also sitting members of Imperial and State legislatures are bound by oaths to obedience of the Party and must follow the direction of the Coordinating Officer where it is given or face potential administrative sanctions and disciplinary procedures.
    2. The purpose of the Party is to lead the Peoples of Benacia in a manner so as to preserve Humanity, advance its Supremacy and to protect the Imperial Republic from all enemies, foreign and domestic.
    3. The Party must preserve the Charter, the Lawbook, and the cultural institutions and traditions of the Imperial Republic.
    4. The Party remains committed to preserving the Imperial Republic's system of alliances and associations.
    5. Freedom of religion, provided that the faith is kept free of the taint of daemonic influence and provides for the veneration of the Kaiser through the icons of the Imperial Cult, must be defended throughout the Imperial Republic.
  2. Resolution 002:
    1. His Serenity, the Prince of Modan is appointed Coordinating Officer of the Party.
    2. Appointments made by the Coordinating Officer of the Party to its Board of Governance are as follows:
      • Chairman: His Serenity, the Prince of Modan;
      • First Vice-Chairman: Salvik Dorkolluerion (Arandur of the Nationalist & Humanist Party in Elwynn);
      • Second Vice-Chairman: Mokhtar Ibrahimzadeh (President of the Folksraad);
      • Director of Political Operations: Soleima Eslamdokht (First Deputy of the Folksraad);
      • Director of Internal Affairs: Hovo Erfan Rostami (Deputy Director of State Security for the State of Modan).
  3. Resolution 003:
    1. The Party's official platform will be prepared by the Director of Political Operations and presented for approval by the Board of Governance by no later than 24.V.1665.
    2. Allowing time for revisions, the Party's official platform will be issued as a manifesto by no later than 12.VI.1665.
  4. Resolution 004:
    1. All party members shall sign the Covenant.
  5. Resolution 005:
    1. Members of the IRP who refuse to join the Party, and reject thereby the opportunity to sign the Covenant, shall be subject to administrative sanctions and disciplinary procedures.
  6. Resolution 006:
    1. The Party shall establish a Chapter in every "Census Level Subdivision" of the Imperial Republic, and a Sub-Chapter in every Bailiwick or equivalent district within those Census Level Subdivisions.
    2. The minimum establishment for a Chapter of the Party shall comprise of the following appointments:
      • Governor, the senior official, appointed by the Board of Governance of the Party and accepted by the acclamation of the membership of the Chapter, with responsibility for directing the activities of the Chapter.
      • General Secretary, appointed by the Director of Internal Affairs of the Board of Governance of the Party to provide administrative support to the Chapter.
      • Treasurer, an official appointed from the Membership of the Chapter by the Governor with responsibility for collecting membership dues and fees, and for overseeing the finances of the Chapter.
      • Political Officer, an official appointed from the Membership of the Chapter by the Governor with responsibility for the selection, vetting, and development of Party candidates, and for the conduct of electoral and influence propagation actions.
      • Internal Affairs Officer, an official appointed by the General Secretary to maintain Party Discipline in the Membership of the Chapter.
    3. The minimum establishment for a Sub-Chapter of the Party shall comprise of the following appointments:
      • Coordination Officer, an official appointed from the Membership of the Sub-Chapter by the Governor of the Chapter, with responsibility for directing the Sub-Chapter and for carrying on necessary administrative and disciplinary duties.
      • Acolytes, chosen men from amongst the membership, appointed by the Coordination Officer to carry out such administrative and disciplinary duties as he may see fit to delegate.
      • Enthusiasm Officer, an official appointed by the Coordination Officer, with responsibility for maintaining Party Spirit amongst the membership of the Sub-Chapter.
      • Thought Leaders, appointed by the Enthusiasm Officer, with one for every one-hundred members of the Sub-Chapter, responsible for directing the activities and conversations of members whom the Thought Leader oversees. Members subordinate to a Thought Leader are members of a Thought Cluster.
      • Cell Leaders, chosen men from amongst the membership appointed by Thought Leaders, with one for every ten members of the Thought Cluster. The Cell Leaders are responsible for the day to day interactions and activities of members and for maintaining Party Discipline and Party Spirit amongst them. Members subordinated to a Cell Leader are members of a Cell.
  7. Resolution 007:
    1. It is the desire of the Party that in all jurisdictions under N&H control or influence the State, the Church, Corporations and the Party, shall Coordinate their actions in ways conducive to the creation of a Harmonious Society, unifying the Community of the Realm, and enabling the Imperial Republic to undertake its Sacred Mission to bring all of Benacia under one banner and to assert the Human Supremacy over this world.
  8. Resolution 008:
    1. The transportation networks of Benacia, having grown organically in the absence of prudent Imperial direction, are a chaotic mess of differing operating standards, gauges, tariffs, timetables, and such like. Where regular services are operated at all it is by petty private companies and questionable individuals who are practically Laqi in their business practices. It is the will of the Party that these shall be brought under public ownership, under an Imperial Commissioner for Transport, answerable to the Ministry of the Interior, to allow for a period of standardisation, integration, and necessary investment to occur.
    2. The rights to operate scheduled services may be put out to tender, but the control of inter-state infrastructure, necessary for defence and security as well as commerce, must ultimately remain under Imperial control.
  9. Resolution 009:
    1. The Party is committed to maintaining the independent manufacturing capacity of the Imperial Republic. Whilst the efficiencies of the market economy cannot be denied, these must always be Coordinated so as to ensure that the Imperial Republic is a net producer rather than a net consumer. A consumption led economy can only ever lead to decadence and decay. We must use free trade to force decadence on our rivals and competitors. In this at least the pernicious Bassarids have it right and we should emulate their example. Let us endeavour to ensure that the foreign devils become dependent upon our trade, and - as our debtors - become in turn supplicants before the Golden Mango Throne.
  10. Resolution 010:
    1. The hazard of exploding electrical appliances and brownouts are a scourge of life in the Imperial Republic. The Party demands that the general-purpose alternating-current (AC) electric power supply of the Imperial Republic be fixed to a standardised voltage and that all electrical equipment intended for use in the Imperial Republic be furnished with appropriate fuses, adaptors, and surge protectors.
