Establishing the Musican Federation and Regulating its mode of government
RECOGNISING the need for unity between subdivisions, in good times and bad,
APPRECIATING the ancient cultural and geographical bonds that tie Yardistan, Lichbrook and the territories that surround them,
REALISING that we oughtn't put off til tomorrow that which we can do today, and
OBFUSCATING via this preamble all parties' secret unmitigated desire to destroy Kildare;
The people and nobles of Yardistan, Lichbrook and the surrounding territories here assembled hereby establish the Federation of Musica or Musican Federation and agree on the following points as to its nature and governance.
First Movement – The Federation
1. The Federation of Musica, to be interchangeably known as the Musican Federation, shall be an alliance of states loyally subject to the Kaiser of Shireroth and zir Imperial Republican government.
2. The Federation shall be constituted from the following Federal States:
(i) The Duchy of Yardistan;
(ii) The Kingdom of Lichbrook;
(iii) The County of Monty Crisco;
(iv) The County of Kralizec; and
(v)The Musican Capital Territory, comprising the county of Musica.
3. For the purposes of Imperial law and institutions, the Duchy of Yardistan and the Kingdom of Lichbrook shall be considered separate Imperial States, with the County of Monty Crisco, the County of Kralizec and the Musican Capital Territory held jointly between them as common territories.
4. The Federal States shall retain complete autonomy within the Imperial Republic subject to the terms of this Accord.
Second Movement – Federal Institutions
5. There shall be a President of the Federation, called the Dirigent, who shall chair the Concert and administer the Musican Capital Territory. The Dirigent shall be elected by the Concert of the Federation.
6. There shall be a Concert of the Federation which shall serve as a convening body for its residents and nobles. All citizens of Shireroth who are resident in one of the Federal States shall have the right to sit, speak, and vote in the Concert.
7. The Concert is empowered to discuss the united policy of the Federation towards happenings in Shireroth and abroad, and may serve as an informal voting bloc in Imperial institutions such as the Landsraad, but shall not be empowered to pass laws regarding the internal government of the Federal States.
8. During the period of election of the Dirigent, there shall be a Chair Pro Tempore of the Concert; this position shall be held alternately by the Duke-Anarch of Yardistan and the Queen of Lichbrook.
Third Movement – Enforcement, Amendment, Dissolution, and Miscellaneous Provisions
9. The present form of this Accord shall come into effect immediately upon ratification by the Concert of the Federation and the government of the Kingdom of Lichbrook.
10. This Accord may be amended or dissolved by majority decision of the Concert. However, in recognition of their sovereignty under the Imperial Charter of Shireroth, the two Imperial States have the right to unilaterally leave the Federation. Those Federal States that are not also Imperial States may only leave the Federation with the approval of the Concert.
11. The official musical instrument of the Federation shall be the Accordion, and official animal the Victorian Accordion-Playing Monkey as depicted in the First Schedule to this Accord.
12. The flag of the Federation shall be as depicted in the Second Schedule to this Accord: Per fess Gules and Azure a Treble Clef between four Alto Clefs, all between two Bass clefs to dexter and to sinister Or, the whole within a bordure of the last.
13. The naval jack to be shown by all Musican fleets when engaged in military operations under the authority of the Dirigent or Concert shall be as depicted in the Third Schedule to this Accord: Per fess Gules and Azure a Treble Clef within a bordure Or.
