INSTRUMENT OF GOVERNMENT
COMMENCING THE REGENCY


Acting under the seventeenth article of Consensus, I, Daniel, the Prince of Elwynn, Amokolia and Hurmu, declare:

Section 1
COMMENCEMENT OF REGENCY


Beginning on 20 January 2012, Ardashir Khan Osmani, Senator and Chancellor of the Court, Minister of Peace and Kinetics, shall be the Regent of the Union, according to Consensus, and shall act in the stead of the Prince until his return or until any new prince is elected.

Section 2
LIMITATIONS OF REGENCY


The Regent shall not assent to any amendment to the Consensus, nor to any Act defining the Rights and Liberties of the People. The Regent shall also not declare the abdication of the Prince.

Section 3
END OF REGENCY


The regency shall end upon either an instrument of government from the hand of the Prince declaring an end to the regency or upon the election of a new Prince of the Union according to Consensus and applicable Law.

Section 4
REGENT'S ABSENCE


Should the Regent know that he is to be absent from the Union, he shall declare so and may appoint a replacement regent, subject to this Instrument of Government.

Should the Regent be absent from the Union for more than seven days, the Senate shall elect a new Regent. In the meantime, the most senior minister of government (Roth Zera) shall lead an expeditionary government until a new Regent is elected.

Section 5
EXPEDITIONARY GOVERNMENT


In the case of absence from both Prince and Regent and until such time Senate is able to elect a new Prince or Regent, the most senior minister available shall lead the expeditionary government.

The order of seniority in the government follows this order:
  • 1. The Prince
    2. The Regent
    3. The Chancellor of the Court
    4. The Minister for the Nations
    5. The Minister for the Arts and Protocol
    6. The Minister for Elwynn
    7. The Minister for Amokolia
    8. The Minister for Hurmu
The expeditionary government is prohibited from issuing instruments of government and is also subject to the same limitations on the Regent.

Section 6
REGENT'S POWERS


The Regent is authorized to amend and/or rescind any instrument of government except this one. The Regent is further authorized to issue instruments of government on all areas under his area of competence.

Section 7
TEMPORARY ORDERS


Until the Regent wishes otherwise, notwithstanding the Instrument of Government on the Micras Treaty Organization, the Standardised Currency and Unified Economy, and the Micronational Cartography Society (9 November 2011), the diplomatic representation of the Union is as follows:
  • Delegate to the Micras Treaty Organization (MTO) (including the Common Court): Senator Ardashir Khan Osmani.

    Delegate to the Standardised Currency and Unified Economy (SCUE): Senator Erion of the Far Reaches.

    Delegate to the Micronational Cartography Society (MCS): Senator Ardashir Khan Osmani.
