Your Majesty,

As Royal Instructing Justice for the Union, permit me to advise that I believe our constitution is in need of some improvement. This would be necessary to safeguard the future independence of the courts and the Senate. That, I believe, is a crucial initial step before we can be at all confident that the situation has stabilised sufficiently for your Majesty to commence with making the appointments and instruments of government that will regularise the governance of the Union State.

The present constitution is overly stringent with regards to rights and overly lax with regards to the separation of powers. I believe this owes something to the very late Prince Nathaniel's conflicted experiences under the Coordinated State. A literal reading of the Constitution would have obliged all citizens to remain in a perpetual position of meek submission to your demonically possessed father. Happily however, a daemonic entity cannot be considered a person and the constitutional guarantees that are properly guaranteed to the recognised sentient person - Human, Elfinshi, Safir - do not apply to hellspawn. Your Majesty can however be assured that we mourn with you to learn that your closest and dearest family members have been hollowed out husks worn by a single daemon this entire time.

However, the misguided individuals who adhered to the Vanic religion and who adopted some of the more regrettable aspects of Froyalanish culture will continue to need our help, guidance and protection, excepting those guilty of crimes under the penal code, whether through perpetrating injustices during the Noahid era or resisting the Auspicious Occasion through the force of arms. Wherever possible our watchword should be clemency. Wherever possible Storish colonists should be escorted to the borders of Gascony or else given permission to board plane or ship to the destination of their choice. For the indigenous population, the indoctrinated and the brainwashed, we should give attentive consideration to helping with their reintroduction to society, to their ancestral communities of Elw and Norse. We must however also accept that there are those for whom reintegration is impossible - the years and decades of indoctrination have run too deep and the Froyalanish is all that they know. I believe we have a duty of care to those people and an obligation to provide them with a land in which they can find a certain measure of safety and peace.

The expulsion of those individuals too manifestly tainted by association with the Daemonic Vanic State has certainly thinned out the ruling and administrative classes of the Union. I believe the first order of business, after any necessary territorial settlements will be to appoint new provincial governors.

The metropolitan territory of the Union, excluding the overseas colonies, consists of the following nine county-precincts:

County of Agnesia and Wintergleam;
Emirate of Alalehzamin and Utasia;
Kingdom of Amokolia;
County of Araxion;
County of Cape Farewell;
City and County of Eliria;
County of Illumination and Cimmeria;
County of Íseirdia-la-Vraulalennir;
Duchy of Raikoth.
The Federation of the Seven Ports has already been largely suppressed on account of popular indignation. Accepting that there may be territorial reorganisations in due course, I recommend the appointment of an Arandur (steward) for each precinct who can in turn appoint Bailiffs to the bailiwicks within their jurisdiction, thereby restoring the connection between the royal government and the provinces, which has become tenuous of late.

Finally, try as we might, there are bound to have been instances during the Auspicious Occasion where, contrary to our sincere wishes, acts repugnant to the Constitution may have occurred. I feel it is therefore prudent to advise your Majesty to grant a free and full pardon to all Elwynnese and Imperial citizens who participated in the Auspicious Occasion, the overthrow of the Daemonic Vanic State and the commencement of your glorious and enlightened rule.

For the purpose of drafting instruments of government I enclose an example from the era of the Coordinated State which provides sufficient detail to permit the decree to be fulfilled whilst avoiding the grotesque pre-ambulatory flummery so beloved by the Daemonic Vanic State:

[1607/III] An Instrument of Government for the Making of Appointments to the Court of the Prince

Article One: Council of Eliria
1.1. The Council of Eliria, established by IoG 1605/I, is reorganised as follows:
1.1.1. His Excellency Doctor Tokaray al-Osman, Steward of Elwynn, Physician to the Court of the Prince, President of the Senate, Senator and Warden of Ardashirshahr
1.1.2. His Excellency Deimos Jasonides, Chancellor of the Peoples' Academy of Elwynn (Alôqoqar Etâqon Adurellion), Senator and Warden of Rikarðsstaðr.
1.1.3. Aqa Alexander Zyrion, Chief Director of the Panopticon Department (Main Office)
1.2. His Serenity the Prince is Chairman and Coordinator of the Council of Eliria.

Article Two: Cabal Appointments
2.1. The following are appointed to the Cabal of the Government or else retained in their post
2.1.1. Aqa General Laqi Hyrrion is retained as Magister of the Hall of Conciliation and Plenipotentiary to the Mango Court;
2.1.2. His Serenity Dâniyal Umra Suleiman Simrâni-Kâlirion ibn al-Majeed bin Sathrati, Prince of Elwynn is gratefully retained as Magister of the Hall of Tranquility;
2.1.3. Aqa General Danyial Sikander XXI Dravot Sahib, Bludgeoner-General of the Corps of Gentlemen-at-Cudgels is retained Magister of the Hall of Harmony;
2.1.4. Aqa General Aurangzeb al-Osman Raja of Tasneemia, Emir of Raspur, Khan of Vijayanagara, Lord of Sandō (川島侯) is retained Magister of the Hall of Allocation and Dispensation.

Article Three: Wardens
3.1. A Warden is an officer empowered by the Court of the Prince with full delegated powers to represent the Prince in the Bailiwicks that form the pattern of their circuit, as defined by the Charter of Coordination.
3.2. His Excellency Deimos Jasonides, Chancellor of the Peoples' Academy of Elwynn (Alôqoqar Etâqon Adurellion), Senator and Keeper of Rikarðsstaðr is confirmed as Warden of Elwynn Proper.
3.3. His Serenity Dâniyal Umra Suleiman Simrâni-Kâlirion ibn al-Majeed bin Sathrati, Prince of Elwynn, Minister for Peace and Kinetics, Senator and Keeper of Greater Eliria is appointed Warden of the Northern March and Observer of the Shining Gardens of Kai-Raikoth.
3.4. His Excellency Doctor Tokaray al-Osman, Steward of Elwynn, Physician to the Court of the Prince, President of the Senate, Senator and Keeper of Ardashirshahr is confirmed as Warden of the Eastern March with especial responsibility for ensuring harmonious inter-community relations within his jurisdiction.
3.5. Aqa Brigadgeneral Fredrik Anders is appointed Warden of the Western March.

Article Four: Confirmation
4.1. All Officers of the Senate, Court of Star Chamber, Union Defence Force and the People's Academy of Elwynn are confirmed in their rank and office.


Article Five: Duration of Appointments
5.1. All appointments made herein shall retain their validity until revoked or amended by a subsequent Instrument of Government.

Article Six: Enactment
6.1. This Instrument of Government shall be in force from the date of its publication.
6.2. All queries and requests for interpretation are to be directed to the Prince whose ruling on any given matter pertaining to this Instrument shall be binding.
