A PRINCELY DECREE

THE POLICE SERVICES WITHIN THE ELWYNNESE UNION


WHEREAS the Steward of Elwynn, His Imperial and Royal Highness Hallbjörn Haraldsson of the Houses of Ayreon-Kalirion and of the Descendants of Freyja, Imperial Chieftain of Tronderike, Arvjarl of the Twenty-Six Jarldoms, Storjarl of Stormark, Lord Imperial on all Continents, Lord von der Elfinschenheide, Knight of the Holy Lakes has noticed that the Elwynnese Union lacks any formal armed body tasked with the policing of all the Lands within the borders of the Elwynnese Union;

AND WHEREAS the aforesaid Lord Imperial on all Continents is of the mind that it is quite the shame and even dangerous that until this very day several parts of the Flower of the North have want for police services;

AND WHEREAS His Imperial and Royal Highness the Steward of Elwynn is also of the mind that it would be meet for the promotion of justice and security in society in all parts of the Jewel of Many Facets to have in them police services which are aimed at maintaining public order and safety, as well as providing protection and assistance for the public;

AND WHEREAS the aforesaid Lord Imperial on all Continents has endeavoured to provide the whole of the population of the Lands of the Two Sacred Rivers as well as its Prince and its Steward with police services in accordance with the aforesaid;

THEREFORE, the Steward of Elwynn decrees, in the name of his Beloved Son His Imperial and Royal Highness Thorstein Noah of the Houses of Ayreon-Kalirion and of the Descendants of Freyja, Prince of Elwynn, Imperial Chieftain of Thule, Prince of Amokolia, Arvjarl of the Twenty-Six Jarldoms, Storjarl of Stormark, Lord Imperial on All Continents, Knight of the Holy Lakes, Lord of the Two Sacred Rivers and the Twelve Peoples, Duke of Froyalan, Duke of Northshire, Baron of the Fórntida Kærleikalanden, Baron of the Elw, Baron of Opplysta Smørvirket, Count of Araxion, Count of Cimmeria, Count of Wintergleam, Warden of the Flower of the North, Blood-Unifier of the Jewel of Many Facets, Scion of the King of Kings, as follows:

1. Upon the coming into effect of this Princely Decree, policing within the borders of the Elwynnese Union shall, subject to this and any other Princely Decree regarding policing, be the responsibibilty of the the police services to be known as the Corps of the Gentlemen-at-Cudgels, which is hereby duly re-established, and the City Watches of the cities listed in the Schedule to this Princely Decree, which shall stand established immediately after the coming into effect of this Princely Decree.

2. Each City Watch shall be responsible for policing within the borders of its respective city. The Corps of the Gentlemen-at-Cudgels (hereafter “the Corps”) shall be responsible for policing elsewhere in the Lands of Elwynn provided always that the Fleur de Lys-Longships Guard shall remain responsible for policing the Serene City of Eliria, the Princely City of Avaldsnes, and the Princely City of Hyfrost.

3. The Corps shall be equipped, paid, armed and elsewise provided for by the Court of the Prince. The various City Watches shall be equipped, paid, armed and elsewise provided for by their city administrations.

4. The Corps shall be headed by the Bludgeoner-General who shall be appointed by the Prince. Each City Watch shall be headed by a Stallari shall also be appointed by the Prince.

5. The Court of the Prince and the city administrations, as the case may be, may make all the rules and regulations they may deem necessary or expedient for the organization, rank structure, training, discipline, efficiency, administration and good government of their police services.

6. The police services shall co-operate with each other. They shall also co-operate with the public prosecution authorities as well as with other authorities and organisations whose activities concern the work of the police. Other authorities shall support the police in their work.

7. It shall be the duty of the police to:
  • prevent crime and other disturbances of public order or safety;
  • maintain public order and safety, prevent disturbances of the same and take action when such disturbances occur;
  • carry out investigations and surveillance in connection with indictable offences;
  • provide the public with protection, information and other kinds of assistance, whenever
  • such assistance is best given by the police; and
  • perform such duties as are incumbent on the police pursuant to special regulations laid down by Elwyna Law or other Princely Instrument.

8. The Court of the Prince and the city administrations, as the case may be, shall decide to which employees of their police services and other authorities the term 'police officer' shall be applied to.

9. It shall be incumbent upon every police officer to:
  • respect the rights of all persons;
  • maintain the integrity of the law, law enforcement and the administration of justice;
  • perform his or her duties promptly, impartially and diligently, in accordance with the law and without abusing his or her authority;
  • avoid any actual, apparent or potential conflict of interests;
  • ensure that any improper or unlawful conduct of any police officer is not concealed or permitted to continue;
  • be incorruptible, never accepting or seeking special privilege in the performance of his or her duties or otherwise placing himself or herself under any obligation that may prejudice the proper performance of his or her duties;
  • act at all times in a courteous, respectful and honourable manner; and
  • maintain the honour of the police and its principles and purposes.
10. A police officer exercising an official duty shall, with due observance of the provisions of the Law of the Land, intervene in a way that is justifiable in view of the object of the intervention and other circumstances. If (s)he has to use force, the form and level of force used shall be limited to that required to achieve the intended result.

11. It shall be the duty and the right of the Court of the Prince and the city administrations, as the case may be, to take care that, throughout their police services, all units and formations be kept full and well equipped, and that unity be established and maintained in regard to organisation and formation, equipment, and command in the training of the men, as well as in the qualification of the officers. For these purpose they shall be authorised to satisfy themselves at any time of the condition of the several contingents of their own respective police services, and to provide remedies for, if any, existing defects.

12. Anyone who treats any police officer with disrespect may be charged with the crime of Insolence and shall upon conviction thereof be liable to a fine of one thousand erb or to imprisonment with forced labour for a period not exceeding ten years.

13. The White Orchid Throne shall be free to issue all the further rules and regulations it deems necessary or expedient to carry the provisions of this Princely Decree into effect or to clarify the same.

14. All acts, laws, decrees, resolutions, orders, regulations, judgements, usages, or customs, if any, which are contrary to or inconsistent with the provisions of this Princely Decree shall upon the coming into effect of this Princely Decree be repealed, suppressed and superseded.

15. This Princely Decree shall come into effect immediately.

CONCERNING THE EXPANSION OF THE NUMBER OF CITIES WITHIN THE BORDERS OF THE LAND OF THE MISTY CLOUD WITH A CITY WATCH

To Our Loving Subjects as well as all and sundry to whom this legislative writing of Ours may concern as well;

In accordance with Our Royal Riverine Policy to let the policing in Our Coast to Coast Kingdom take place at the most local level that is practible, an Amendment has been made by Us to the Schedule to the above Princely Decree, which is known as the Princely Decree of 23 Qinamu 1623: The Police Services within the Elwynnese Union, by inserting into the aforesaid Schedule, on the appropriate places, the following Cities:
