I think the provisions of the MTO's Convention of the Law of the Seas pertaining to territorial waters have something to do with it.

They trample on the spirit of the document they champion as the first to ratify - it's in their perfidious nature, so have mercy, lord Duke. The atmosphere of the corridors of power in the west is akin to that of a swamp: the air is heavy and murky, hard to see through and hard to breathe, due to the overpowering odour of populism. It was in the natural course of mob rule that they went from a free association of states from around Micras, to being dominated by the majority in west Elwynn. Shireroth sumus. Tempus in parte nostrum est.

What are you on about?

Look at the map. The very land of Leng touches the north pole. And the MTOCLOS only codified the principle that always had been there in international politics: territorial waters. That's why the MTOCLOS was negotiated and written. Elwynn agreed to its provisions and so territorial waters and reserve waters were defined.

Hardly controversial. It's not like we put Leng there.

In the old days before the Leng Anomaly was added to the map, the map ended at Hyperborea. Ryan later justified the addition of the Anomaly by saying that the top of the map didn't represent the North Pole, only the northernmost piece of land. With the "discovery" (later proven false) of a more northerly land (Leng), the map was expanded to reach the new northernmost land point.

The map continues to go only as far north as the northernmost piece of (purported) land. Therefore, we have no evidence Leng is actually at the North Pole.

1. Simon B.E is expelled from the Duchy of Elwynn.

2. All titles, honours and awards of Simon B.E presented by the Duchy of Elwynn or its subordinate parts are revoked.

3. Simon B.E shall not visit the Duchy of Elwynn on pain of arrest. In practice, the Duchy will seek the removal of his postings rights in the Duchy.

4. A representative of the Shining Garden is to attend the Palace of Dragonsfold immediately to counsel the Duke of Elwynn on the affairs of Raikoth.

I implore his Grace the honourable Duke to be lenient during the period of Simon's explusion, that this decree might not disrupt the process of his being removed in a manner contrariwise to logic and reason. That is, should he need to pass through the Duchy in order to reach his exile home of Mar Sara, that such a situation not violate this decree and involve the Comital government in embarrassment.
