On the extent of the Lord General's jurisdiction

The Lord General has the Constitutional right to intervene militarily on Gralan territory in the following circumstances:

-When the Emperor AND his heir are unable to perform their duties
-When either the Emperor or Chief Justice, or their respective heirs in the case when either Triumvir is unable to perform his duties, requests aid from the Lord General
-When defending land designated to the Lord General by the Gralan government
-Against an invading foreign power
