Here is the draft as prepared already by Prince Allot:

In this Act, the term Elwynn shall be determined to include:
(a) the Elwynnese Union including its territorial waters, or
(b) any territory under the jurisdiction of the Elwynnese Union or its armed forces, and
(c) any ship, aircraft or vessel registered in Elwynn

A person over which this Act has jurisdiction includes:
(a) any citizen of Elwynn,
(b) any foreign citizen who acts on behalf of Elwynn,
(c) any foreign citizen who resides, sojourns or stays in Elwynn for any period of time

1. High Treason and Treason are crimes of extreme seriousness against the Union.
a. A conviction for high treason or treason may only take place following an indictment by the Court of Justice and a trial.
b. The automatic penalty for high treason is life imprisonment.
c. The minimum penalty for treason is imprisonment up to a maximum of life.

2. It shall be a crime of High Treason to:
a. Kill or attempt to kill His Serene Highness, or do to him any bodily harm tending to death or destruction, maim or wound him, or imprison or restrain him;
b. Assist an enemy with whom the Union is at war.

3. It shall be a crime of Treason to:
a. Spread sedition;
b. Attempt to assist an enemy with whom the Union is at war;
c. Participate in an act of terrorism;
d. Participate in an act of piracy.

4. A felony is a crime of high seriousness against the Union, or against a person, or against property.
a. A conviction for a felony may only take place following an indictment by the Court of Justice and a trial.
b. Unless otherwise specified by law, the maximum penalty for a felony shall be life imprisonment.

5. It shall be a felony to:
a. Attempt to avoid, or to avoid the correct payment of taxes to the Union or any of its territories;
b. Attempt to manipulate, or to manipulate any financial market;
c. Falsify or attempt to falsify any government document;
d. Commit perjury;
e. Obstruct justice;
f. Aid, abet, counsel, or conspire to any of the above.

6. A misdemeanour is a crime of minor seriousness against the public order, or a person, or property.
a. Misdemeanours do not require an indictment, but the Court of Justice may indict a person for a misdemeanour at their discretion.
b. Unless otherwise specified by law, the maximum penalty for a misdemeanour shall be 5000 florins or six months imprisonment.

7. It shall be a misdemeanour to:
a. Commit mischief;
b. Commit disorderly conduct;
c. Make a false crime report;
d. Loiter;
e. Commit indecent exposure;
f. Harass a person;
g. Stalk a person;
h. Commit trespass;
i. Some motor vehicle offenses

8. Bribery shall be defined as:

a. Giving or promising to give a financial or other advantage to another individual in exchange for improperly performing a relevant function or activity

b. Requesting, accepting, or agreeing to accept such an advantage, in exchange for improperly performing such a function or activity

c. the activity shall have been performed "improperly", for the purposes of this act, when the expectation of good faith or impartiality has been breached, or when the function has been performed in a way not expected of a person in a position of trust.

d. The standard for determining expected functions shall be what a reasonable person in the Union might expect of a person in that position.

Now with the raw material out there my first suggestion is to remove "loitering" as a union-level misdemeanor.

I think that the offences would only cover those attacking the government, the society and such... everything else would be covered by common law.

Or something like that... I think it was what we thought of doing, Allot and the rest of us, when we began the project. If have a consise criminal code, we'll never get through.
