In light of the apparent ravages of global warming, the Skyking of Urojea has decreed that the Ocean Palace, originally designed to be a military base and a monument of Urojean Strength, shall be retrofitted for permanent habitation and self-contained life support. Several new towers have already gone up, and several more areas, designed to grow food and purify water, are scheduled for the near future. Refugees from this disaster welcome to take shelter at the Ocean Palace which, by design of being almost completely under water already, is already floodproof and won't be affected by any further water disasters.
