1.0.Situation
1.1. Background: As of 5069 ASC the Imperial Capital, Shirekeep, has, following a dispute with provincial agricultural workers, been subjected to a sustained bombardment with biological substances possessed of noted toxicological and psychoactive qualities, that also happened unfortunately to be edible. The consequence of this action has been the contamination of the urban environment and the indwelling population, with secondary contamination of the wider Imperial County as trace levels of enter the water supply through the ineffective treatment of urine and faeces secreted by infected inhabitants. As of 5073 ASC the Kaiseress was last reported to have quit the Capital for the foreign quarter and the former Brookshire side of the West Elwynn River, establishing a new seat of government in Fort Tempus. The departure has put the Imperial Court at variance with the Prefect of the County. Several government ministers have quit the capital for the provinces and the federative Imperial Government is believed to have lapsed into paralysis. The non-functioning of Government in the face of an escalating Public Order and Health crisis. Mobs of pro-bono lawyers, representing multiple parties in the matter, have reportedly begun a march upon the Imperial Judex.

2.0.Mission
2.1. To render Military assistance to the Civil Power. The Objective of Operation MANTICHORA is the fulfilment of General Order 1 "Reconnaissance-in-Force".
2.2. Battlegroup 1 to establish contact with Imperial Forces (Fort Foley) & Imperial Government (Fort Tempus) and open lines of communication requested by Court of the Prince.

3.0.Execution
3.1. Battlegroup 1 to deploy at 24hrs notice forwards along Royal Road to Shirekeep. 100/01e Pansarbataljon (Brigadgeneral Van Voorst) to provide forward scouting and armoured screen for main convoy.
3.2. 100/00/01e Stafkompani (Majoor ed-Dauleh), supported by qty 1 company of 100/03e Jagarbataljon (Overstelojtnant Roemer) to be moved by air to Fort Foley to establish contact with MoMA/Imperial Forces. Airlift capacity to be provided by elements of 110 Elwynnbrigaden (Aviation). CAP and reconnaissance along transit routes to be provided by 111 Elwynnbrigaden (Aviation).
3.3. Battlegroup 2 to release Elwynn Riddare to deploy to Ardashirshahr to secure West Elwynn Dam.
3.4. Panopticon Regiment to deploy assets to Alalehzamin & Imperial County to improve situational awareness ref Shirekeep.
3.5. Battlegroup 3 to maintain a defensive posture protecting the Court of the Prince and the Capital of the Imperial State.
3.6. Battlegroup 4 to maintain a defensive posture securing the East Elwynn Sluice and monitoring the border with Goldshire.
3.7. All personnel entering Shirekeep/Lichkeep must don bio-hazard suits and gas masks until an all-clear signal is given.
3.8. For all units the following rules of engagement (ROE) must be adhered to:

We have established that the Icebears, being thus fed and equipped by the UDF and the nationalists of the NDBP in Ardashirshahr have formed a corps of militia comprising of one hundred thousand devout riflemen, armed with Lee-Enfield .303 rifles, molotov cocktails and a whole load of fervour.

The Icebears are therefore invited to follow the course of the West Elwynn River as it flows south and eastwards towards Shirekeep. The Icebears will then prove their devotion to their god by investing the city, laying siege to Fort Tempus and battering their way into Lichbrook. All Cedrist heretics who offer resistance (or else fail to surrender with sufficient alacrity) are to be exterminated.

Once inside the Imperial County the Icebears may keep all loot that they seize as legitimate spoils of war.

You will of course need porters to carry your ammunition and victuals. We have arranged for 9,400 Lokiists, Cedrists, Boomists and other unspecified recidivists recently gathered into our gaols to volunteer for service in this regard.

Naturally we have taken a care to ensure the security of the munitions, to prevent any untoward incidents. As such you will find that the men, women and children assigned to the Auxiliary Logistics Brigade have been blinded, branded with an identifying mark on their forehead and manacled to their wheelbarrows. As long as you remember to feed and water them I am sure that you will find them perfectly biddable.

They will be waiting for you at the Southern Water Gate of Ardashirshahr.
