Rules of Procedure

1. Presiding officer

The Chairman is the presiding officer of the Senate. When he or she is unable to perform his or her duties, the longest-serving senator willing and capable will be charged to function as the presiding officer.

2. Seniority

The seniority will only be used in matters of deciding who shall act as presiding officer of the Senate, not in any other circumstances.

3. Sessions

The Senate is in continuous session. To end the session of the Senate, a qualified majority (75%+1) of the votes cast must be in favour of ending the Senate's session.

4. Elections

Whenever the Senate needs appointing or electing a person to office, the Senate shall do so in the following form:

i.There shall be a 72 hours open for nomination. Senators may nominate themselves, subject to law.

ii.Should there be one nominated candidate, there shall be a 72-hour period of voting, whereby Senators are invited to vote IN FAVOUR (or IN FAVOR) or AGAINST such candidate's election or appointment. Senators may also signify their abstention from taking a side in voting ABSTAIN. If the candidate has received more than half of the votes cast, he or she shall have been elected or appointed.

iii.Should there be two nominated candidates, there shall be a 72-hour period of voting, whereby Senators are invited to vote for one candidate by posting the name of such candidate. Senators may also signify their abstention by voting ABSTAIN instead.

iv.Should there be three, or more, nominated candidates, there shall be a 72-hour period of voting, whereby Senators are invited to rank the candidates in order, where the one receiving the highest ranking over-all will be elected or appointed to office.

6. Time restraints

Any time restraints may be extended by the Chairman upon the recommendation of a senator. If the Chairman does not agree with extension, the Senate may overrule the Chairman by a majority vote extending the time of nomination, debate or voting.

Should everyone already have voted on a motion, and there is still time left of the 72-hour period, the Chairman may prematurely call off voting.

7.Propositions
i. At any time, any Senator may introduce motions for the Senate to consider. The main motions are:

the proposition – a motion to introduce legislation or amendments to existing legislation
the constitutional proposition – a motion to introduce amendments to the Fundamental Law
the bill – a motion for the Senate to resolve around a question, and have its say on a question without producing legislation, forming resolutions
the election – a motion to appoint or elect a person to state office or to the Senate itself

ii. After a main motion has been submitted, three days of debate shall automatically follow, and unless a motion to extend debating time, the Senators will be able to vote for 72 hours IN FAVOUR (or IN FAVOR) or AGAINST the main motion. They may also abstain from voting. Should a Senator wish to record a reservation against the main motion when voting, he or she may, when voting AGAINST, include the reasons behind it.

iii. When debating a subject, it is possibly to amend the motion underlying. Only friendly amendments are possible when amending a motion.

iv. If there are two or more proposals for legislation that cover the same area or subject, the Senate shall form a committee to combine the proposals in a way that would be acceptable to a majority of senators.
