Lun Ezkaron established; border changes
Reflecting the will of the people of Eastern Amokolia,
(a) the county of Lun Ezkaron is established within the province of Elwynn Proper, and
(b) the borders of the Amokolian Republic and the counties of Araxion, Cape Farewell, Iserdia and Lun Ezkaron are adjusted in accordance with schedule 1 to this Act.
Legislative amendments
The text of the Act on the Administration of the Counties is amended to read in accordance with Schedule 2 to this Act.

ARTICLE 1: COUNTIES
Section 1: Counties recognized
Counties under Union jurisdiction are recognized to be the counties of Alalehzamin-e Shamal, Araxion, Cape Farewell, Eliria and Utasia, Iserdia, the Lake District, Lontinien, Lun Ezkaron and Minâ Dûrtarui. Their borders remain as on the map on Schedule 2 to this Act.

Section 3: Counties outside Union jurisdiction
Held to form part of Elwynn but outside the jurisdiction of the Union, the following counties are recognized to be Elwynnese: Agnesia, Alalehzamin-e Janub, Bjorngard, Cimmeria, Raikoth (Hyperborea), Wintergleam.
Section 4: Changes to the Counties
Acts of Senate ratify and effect the changes to the names, borders and numbers of the counties.
ARTICLE 2: PROVINCES
Section 1: Provinces under Union jurisdiction
(1) Alalehzamin-e Shamal, Araxion, Cape Farewell, Eliria and Utasia, Iserdia, Lun Ezkaron, and Minâ Dûrtarui form the province of Elwynn Proper.
(2) The Lake District and Lontinien form the province of Hurmu.
Section 2: East Elwynn
Agnesia, Alalehzamin-e Janub, Bjorngard, Cimmeria, Raikoth (Hyperborea) and Wintergleam form the province outside Union jurisdiction known as East Elwynn.
Section 3: Province Authority
Provinces exist for purposes of statistics, law and and taxation. Provinces under union jurisdiction are governed solely by the Senate.
ARTICLE 3: CITIES
Section 1. Cities
Within the counties of the Union, the cities of Araxion Tower, Caligae, Civitas Nova, Eliria, Frieden, Ghawlama, Glenfiddich, Huyenkula, Islus, Kaupang, La Terre, Rikstadt, Smjörkýr and Tielion Loki (North) are recognized. Upon the reintegration of East Elwynn to Union jurisdiction, the Court of the Prince is empowered to issue recognitions of cities. New cities in the counties of the Union are established by the Senate.
Section 2: Communes
County governors make by-laws for the assignment of communes. Within each county, communes may be of any number and include any part of the county except the territory under city jurisdiction.
ARTICLE 4: COUNTY GOVERNMENT
Sole section: Governors
Governors are designated by the Prince. In a county without a designated governor, the Prince is ex officio the governor of that county.
ARTICLE 5: LANGUAGES
Section 1: Rights
Inhabitants of a county have the right to communicate with county authorities in lingua franca, in Elw and in the recognized third languages of that county, as well as in the Elwynnese sign language.

Established that the official names of cities, counties and provinces are to be given in the lingua franca and in Elw, both equally valid, with recognition of the names used by speakers of third languages. All official signs and maps shall employ both official names of the cities, counties and provinces and, when possible, the third-language names. Official names in Elw are found in the schedule to this Act.
ARTICLE 6: ENFORCEMENT
Sole section: Enforcement
The Prince is authorized to enforce this Act.
