Here is the second draft of the decree. :-D
1. Upon the coming into effect of this Royal Decree, a Court of Castle Chamber shall stand established within the King's Court as a court of law subordinate to the Court of the King’s Bench.

2. The Court of Castle Chamber shall be headed by the King’s Master of the Judicial Rolls and Records of Elwyna, who shall be His Riverine Majesty's Advocate in the process known as litigation when presenting the case against a respondent to a superior court or unto His Riverine Majesty in the Court of the King's Bench.

3. In addition to the King’s Master of the Judicial Rolls and Records of Elwyna, the Court of Castle Chamber shall also be composed of Royal Deemsters.

4.The King’s Master of the Judicial Rolls and Records and the Royal Deemsters shall be appointed and removed by the White Orchid Throne. Any of the aforesaid judicial officials shall also cease to hold office upon zir death or resignation from zir office.

5. Each of the several Royal Deemstries in the Court of Castle Chamber – to which, for the purposes of the simulation, both persons and characters may be appointed to - shall correspond with one of the Cardinal Directions of the Flower of the North.

6. The Court of Castle Chamber shall have such other powers as are conferred upon the aforesaid court of law by or under Royal Law.

7. The jurisdiction of the Court of Castle Chamber includes such other matters as would be tried by the Court of the King’s Bench sitting as a Court of Session.

8. The Court of Castle Chamber may by Act of Sederunt lay down rules and regulations on its procedure that are not covered by Royal Law.

9. Nothing in this Royal Decree shall extinguish, diminish, destroy, or abrogate any power of White Orchid Throne concerning the dispensation of Justice in the Lands of the Two Sacred Rivers or the protection of legal security, tranquillity, and stability in the Flower of the North.

10. An appeal shall lie to the Court of the King's Bench to any judgement, decree, order, ruling or any other decision of the Court of Castle Chamber.

11. The White Orchid Throne shall be free to issue all the further rules, regulations, policies and instruments it deems necessary or expedient to carry the provisions of this Royal Decree into effect, or to clarify the same, or to deal with any and all matters that arise concerning this Royal Decree.

12. All provisions of acts, laws, decrees, resolutions, orders, regulations, judgements, usages, or customs, if any, which are contrary to or inconsistent with the provisions of this Royal Decree shall upon the coming into effect of this Royal Decree be repealed, suppressed and superseded.

13. This Royal Decree shall come into effect immediately.
