THE SENATE OF THE LAKES

The Senate of the Lakes is the body of sovereign authority in Hurmu. Holding legislative, executive and judicial authority, it consists of twelve Senators.

The Senate is an old body but not the oldest legislature in Hurmu. The first one was the Parlerment of the Republik, headed by President Hallgrim Aðalgeirsson. The Parlerment lived on through the days of Menelmacar and Cranda until the establishment of the Barony of Hurmu when feudalism governed the structure. Upon Arminian secession from Shireroth, Arminy changed its name to the Royal Crandish Republic and this new State became a federation of principalities: Upper Cranda, Hurmu, Stromblum and Northworthy.

(It is from these days that Hurmu's old chief of state was known as Prince. Due to the republican leanings of the people of Hurmu, this position was seen as republican. When Hurmu merged with Elwynn, the new Union inherited the title Prince for its elected figurehead)

The Principality of Hurmu had an ill-defined Electorate and following Hurmu's subjugation to Stormark, Prince Harald abdicated in favour of Prince Andelarion. Prince Andelarion decided that the Electorate were to be appointed by him in a Senate of Electors as ex officio of being a member of the Order of the Holy Lakes.

In the Senate of Electors, a new constitution was adopted. The new Senate, of the Lakes of Hurmu, began electing its own members, which the system has been since.

However, the Senate has been in hiatus in times, with an elected legislature titled Diet or Parlerment depending on the constitution at the time.




Old history:
With the Constitution of the Republik came the first unified legislature of Hurmu, the Parlerment. Prior to this, legislative authority had been in the various tribes. Later on, Hurmu was incorporated into the Imperium of Menelmacar but with autonomy. So the Parlerment remained. After the fall of Menelmacar, Hurmu came to be part of Cranda, Arminy, Shireroth and then the Royal Crandish Republic, a union of principalities. During this time there was no legislature for Hurmu. The fiefholder of Hurmu, first known as Baron, then Prince, had full legislative power.

When part of the Royal Crandish Republic, Hurmu began in its constitution a process of democratization, which meant that the electorate of Hurmu could decide on certain issues in referendums. This was the first legal mention of the electorate, but it was not until Prince Andelarion's time that the electorate was defined.

The Senate was first instituted by Prince Andelarion as the formal name of the Hurmu electorate. The first person being appointed to the Electorate, or Senate, was Aoife the Celt, then Ard-Rí of Dún Gail Dara and later Queen of the Lakes.

By decree, Andelarion and his steward, Harald, appointed more members to the Senate, but the Senate did not assemble until the Prince called the Senate into an extraordinary session to debate and discuss a new constitutional order for Hurmu. Not only Senators attended the session, but one advocate on behalf of Chloe Haldarsvik. The advocate, Polten of Yperpen, became later the first elected member to the Senate.

As time passed, the Senate discussed many and various issues, but as activity faded in Hurmu and attendance to the Senate fell, it, being the centre of Hurmu's activity, decided to put Hurmu into a period of stasis, or “coma” as the Chairman at the time called it. This stasis was brought to an end by Harald and the new Senate began debating a move of forums from Stormark's to, the first time in five years, a forum of Hurmu's own. At this time two new Senators were elected into the house, Wilhelm Estridson Knytling and Scott Woodrow, former president of Woodstania.

During the time in Hurmu's new forum, the Senate began debating many issues once more, including a new constitution and various treaties with other nations, but activity fell once more and the Chairman declared a state of emergency; Hurmu was placed under direct rule of the Chairman. Hurmu's forums were moved to the protection of Stormark and, after that co-protector Babkha decided to dissolve its government, the Senate voted to become an autonomous country of Stormark.
