Colony is comprised of a network of tunnels, constantly being restored or demolished. The only reliable system of transit through them are the underground rails. A small network of unguarded tunnels seem to be open to public use, or at least that's what the traveling merchants say...

Considering every single one of them seen above-ground was armed, it's probably not wise to just rock up to their tunnels. On the other hand, they're one of the fastest ways to travel in the area and the... trains, I guess... are always charged and ready to go.
