Edict of Government for the Dominion of Albion [Edict of Woden]

In the name of the Sublime Divinity this Edict is promulgated on this day as given in the eternal city of Woden on the occasion of its refoundation on the island of Jaris, scene of victories in the unending war against Shireroth in ancient times when the demon-tree was but a sapling and now home to Anticans of Albionish stock.
Among the infinite benefits which it has pleased Divinity to heap upon us, the most signal and precious is his granting us the strength and ability to withstand the fearful disorders and troubles which prevailed since the dislocation of Albion. In the face of adversity however immutable Providence has given us the strength to withstand the terrible storms of the Year of Our Lord Two-Thousand and Twelve and we have finally surmounted the storm and arrived in safe harbour, — a peaceable and harmonious state being established once more in a new homeland. The Assembly, restored and revitalised, has graciously provided for Albion to be set new upon the world in an advantageous position poised to enter upon the commerce of the world. May the coming age of prosperity assuage the pangs of separation felt now that we have irrevocably lost our beloved shires, the sunlit moors, the fair dales and the still and decidedly odourful Albionmaar. For prosperity to be attained however there must first be reconstruction, which enjoins us in a free recognition of the grace of the Divinity in making use of our instrumentality in the good work to be undertaken. We implore and await from the Divinity the same protection and favour which he has ever granted to this Dominion in ages past, confident of the resumption of our further good fortunes.

By virtue of Providence we shall learn to serve the people rightly, in fair measure and according to their just deserts, to guide them truly in the spirit of the law and to be ever more galvanised and resolute by way the Faith, determination and piety of our illustrious ancestors. May this Edict mark the commencement of our island story anew, and in so doing permit our nation the opportunity to go forth into the future and claim for itself the rightful glory that is ours to possess.

We have, by this perpetual and irrevocable edict, established and proclaimed and do establish and proclaim:


[THE LORD PROTECTOR AND HIS OFFICES, INCLUDING THE CHURCH OF ALBION (ANGLICAN-ORTHODOX)]

I. First, it is commanded that the Lord Protector has the right of promulgating to the people all acts of state and government. This gives the Lord Protector the exclusive privilege of printing, at his own press, or at that of his grantees, all writs, ordinances, proclamations, and orders of council.
II. The Lord Protector shall serve as Head of Government for our Dominion and shall reserve all government, army and church appointments made by statutory instrument, to our own prerogative.
III. The Army of Albion, comprising the Territorial Army and the Revenue Service shall owe full allegiance to the Lord Protector who shall from therein contribute auxiliary units of the Republican Defence Force.
IV. We ordain that the Church and the Anglican Orthodox religion shall be restored and re-established in all places and localities of this our Dominion and places subject to our sway, where the exercise of the same has been interrupted, in order that it may be peaceably and freely exercised, without any trouble or hindrance; forbidding very expressly all persons, of whatsoever estate, quality, or condition, from troubling, molesting, or disturbing ecclesiastics in the celebration of divine service, in the enjoyment or collection of tithes, fruits, or revenues of their benefices, and all other rights and dues belonging to them; and that all those who during the troubles have taken possession of churches, houses, goods or revenues, belonging to the said ecclesiastics, shall surrender to them entire possession and peaceable enjoyment of such rights, liberties, and sureties as they had before they were deprived of them.
V. The Lord Protector shall, by the Grace of the Divinity, extend his protection unto the Church and its institutions and accepts the grace and favour bestowed by acclamation becoming Vicegerent of the Church.

VI. We reserve to ourselves the right to regulate immigration and conduct censuses.
VII. Any natural person, upon application to the Lord Protector and the making of an appropriate oath as may be stipulated at the time of application, may, subject to the receipt of letters patent from us, become a citizen of the Dominion of Albion.
VIII. Letters patent in regards to citizenship shall take the form of a contract between the citizen and the Lord Protector. Breach of contract may result in deportation to Nafticon, if an Antican Citizen, or proscription if the malefactor is purely Albionish or foreign.

IX. Albion shall comprise of the territory shown at Schedule I divided into three Lieutenancies (administrative districts); the Metropolitan County of Woden, the Northern Borough of Stoke Rising and the Island Bailiwick of Eastward Ho!
X. The three lieutenancies shall be administered and solely operated by the ‘Worshipful Municipal Corporation of Dunporters, Artisans, Artificers, Factors, Gentlemen-at-Cudgels (Cudgellers) and Aldermen of the Free City of Woden, Guarantors of its Ancient Liberties’, which may be known as the Corporation of Woden for short.
XI. Each of these ranks represents a distinct guild within the Corporation:
a. The Guild of Dunporters represents the cleaners, the diggers and the toilers who remove the nightsoil of our Common Weal. They are also responsible for the spreading of the nightsoil in the fields and for this reason we count the constituency of yeoman-farmers and country folk amongst them.
b. The Guild of Artisans comprises the craftsmen responsible for the manufacture of the products necessary for the functioning of our society and trade.
c. The Guild of Artificers are those craftsmen of exceeding quality and skill whose hand has turned to the creation of luxury goods, adding value to the products of the artisans for the benefit of the export market.
d. The Guild of Factors is the home of all merchants charged with the export of finished goods and the import of raw materials for those finished goods where insufficient quantities are available at home as well as nominal monies for those finished goods.
e. The Guild of Gentlemen-at-Cudgels is the professional association of law enforcement officers, armed forces personnel and like-minded individuals.
f. The Guild of Aldermen, formerly senior merchants and descendants of the landed-gentry these inheritors of ancestral privilege have become the feckless individuals who today comprise the political and managerial classes of society. They specialise in technocratic solutions and are accordingly reviled for their gross-incompetence and self-serving indolence. They have accordingly formed a guild for their own protection. Although were we to act upon our own inclination they would all be hung from gibbets alas in order to spare ordinary citizens the taint upon their reputation that derives from the association with politics we allow and do suffer this regrettable group on individuals to continue very much alive.
XII. Each guild is self-regulating at the discretion of its members and may promulgate a charter. For a charter to be valid it must receive the assent of the Lord Protector.
XIII. It shall be a requirement for all citizens upon naturalisation (see VII.) to become enrolled as a member of the Worshipful Corporation in order to receive full civil liberties. The Citizen, upon application, will be required to specify the Guild with which he wishes to affiliate and to render up appropriate nominal gifts to that guild.
XIV. All Worshipful members of the Corporation of Woden shall come together and in their totality comprise a Parliament of the Dominion of Albion which may vote taxes and make representations unto the Lord Protector.
XV. We command that the Corporation of Woden shall be responsible for, in the first instance, the regulation of its own commerce, the minting of coin, the appointment of magistrates, the collecting of dues, voting grants of nominal monies to the Lord Protector and the Republic of Antica, the building of roads, the laying of sewers, the keeping of streets and waterways free from befoulment, the schooling of minors in a manner useful to trade, industry and commerce.
XVI. Over each district there shall be appointed from the worshipful members of the Corporation a Lord Lieutenant who shall have powers of delegation received from the Lord Protector in a letters patent. Where a Lord Lieutenant is unavailable and none can be appointed the Lord Protector shall govern in the capacity of an appointed [in-sim] Major-General.

[PECULIARITIES]

XVII. The motto of the Dominion of Albion shall be Pax quæritur bello (Peace is sought through war).
XVIII. The flag of the Dominion of Albion shall be that shown at Schedule II.
XIX. The motto of the Lord Protector is and shall remain Pax in Bello (Peace in War).
XX. The motto of the Church of Albion shall be vive memor leti (live remembering death).
