Imperial Decree #50: New Constitution

Constitution of the Land of Shireroth

The Kaiser:

All executive powers of Shireroth shall be vested in the Kaiser. The Kaiser may make any decree regarding the operation, behavior and functions of Shireroth as well as any actions he/she deems fit as long as they do not violate this constitution. The Kaiser shall have Supreme Judiciary power. The Kaiser is the Supreme Commander of the Militia, Military, and/or any other armed force under Shireroth control.

The Kaiser before the end of his/her life reign as Kaiser must pick a successor from among all those eligible by birthright. Should the Kaiser die or abdicate the throne, the Kaisership shall pass to his/her successor.

In times when a successor is below twelve years of age, a Steward shall be appointed by a majority of the Landsraad. A steward shall be appointed by the Kaiser or Landsraad should the Kaiser take temporary leave of his/her throne. Should the Kaiser have no stated heir, the Steward shall become the head of the Empire until an heir can be found. Should no Steward be appointed at this time, the Landsraad shall convene and elect one.

Landsraad:

The Landsraad shall be vested, through the good grace of the Kaiser, with the legislative powers of Shireroth. The Landsraad may set its own rules for voting percentages and procedures. Any bill, act, measure, dictate, statement or order passed or issued by the Landsraad may be vetoed by the Kaiser for any reason.

The Kaiser has the power to dismiss and recall to session the Landsraad at anytime. Should the Kaiser die or abdicate the throne, the Landsraad shall be automatically called to session. The Landsraad is vested with Judiciary powers second only to the Kaiser.

The Landsraad shall consist of the Nobles of Shireroth. Nobles may pick their own successor from among those eligible by birthright. Should no heir be available the Kaiser shall appoint the next Noble. The Kaiser has the power to create new Duchies/Baronies as he/she sees fit. Only the Landsraad may remove a Duchy’s/Barony’ seat from the Landsraad, thereby disbanding the Duchy completely and redefining the lands as necessary. The Kaiser has the power to reshape the borders of any Duchy/Barony as he/she sees fit.

Only Ruling Nobles or Emissaries appointed by a Ruling noble may vote within he Landsraad. Ministers of Shireroth may speak within the Landsraad but may not vote on just the merits of their office alone.

Votes:

Each Duchy shall be given six votes to cast within the Landsraad. A Ruling Duke/Duchess may divide these vote up among the nobles of his/her duchy as he/she sees fit, keeping in mind that he/she must control at least half the total votes. The Prætor must be informed of how a Duchy’s votes are distributed before any vote from that duchy may be cast.

The Prætor:

The Prætor of Shireroth shall be elected by the nobility of the land from among the Full--Citizens of the Land. The Prætor of Shireroth shall preside over the Landsraad as chairman. His/Her purpose shall be to call a meeting of the Landsraad to order, tally votes, close vote, and generally manage and keep order within the Landsraad as well as keep records of all bills and resolutions passed during his/her tenure.

Ministries:

The Ministers of Shireroth are answerable to both the Landsraad and the Kaiser, who may both appoint and dismiss ministers at will; and create and destroy ministries at will.

Minister of Information:

The job of the Minister of Information shall be to keep the public of Shireroth informed of all matters of state that have been made public officially. The Minister of Information shall be vested with the power of maintaining all official forms of national communications.

Minister of Military Affairs:

The job of the Minister of Military Affairs shall be to see to the creation, training and general maintenance of the armed forces of Shireroth. All military, militia and/or armed forces within Shireroth are answerable to the Minister of Military Affairs second only to the Kaiser him/herself.

Minister of Trade:

The job of the Minister of Trade shall be to see to all economic affairs within Shireroth, to maintain the currency of Shireroth, and maintain the Imperial Treasury. The currency of the Imperial Republic of Shireroth shall be the €rb.

Minister of Immigration And Naturalization:

The job of the Minister of Immigration and Naturalization shall be to maintain a means by which individuals may immigrate to and become citizens of Shireroth. The minister is vested with the responsibility of maintaining an up to date record of the citizenry of Shireroth. The Ministry of Immigration and Naturalization shall be vested with the duty of maintaining a periodic census of the population of Shireroth.

Ministry of Technology:

The job of the Minister of Technology shall be to see to the technological advancement of Shireroth. The minister shall also be vested with the power and responsibility of establishing and maintaining a national system of education.

Ministry of the Exterior:

The job of the Minister of the Exterior shall be to establish and maintain communications with bodies and/or nations outside the bounds of Shireroth. The Minster shall be vested with the power and responsibility of negotiating with foreign powers, and presenting the outcome of said negotiations to the Kaiser and/or Landsraad.

Imperial Decree #217: Fare Thee Well

I hereby proclaim the following:

First- I name my newborn daughter, Semisa II, to be my heir. Seeing as she is not yet of the required age, Erik Mortis Brookshire shall serve as her Steward until she reaches the age of eight. At that age Nick Foghorn Leghorn shall take the Steward's position until she is sixteen years of age. She will reign as Kaiseress once she is sixteen, until a time of her choosing.

Second- The post-based economy will come into being as soon as possible with the following regulations, to be changed as needed by the Kaiser, the Landsraad, and the Minister of Trade:

Ministers and employees of the state (such as the Praetor) shall receive 3 Unit of currency per post.
Dukes shall receive 2 Unit of currency per post.
All other positions shall receive 1 Unit of currency per post.

Fiefdoms are to be taxed at the following rates:

Duchies: 30 Unit of currency per week plust 5 Unit of currency for each County over 5.
Baronies: 15 Unit of currency per week while within a Duchy; 2- Unit of currency per week while outside a Duchy.
Independent counties: 5 Unit of currency per week.


Taxes are due to the Minister of Trade on Fridays, prior to midnight PST. Taxes will be waived for the first two weeks of the new economy.

Third- The following citizens are inducted into the Order of Kampioens at the lowest rank:

Fourth- A number of halls shall be created within the Sir John Metzler III University:

Fifth- A tourism campaign shall be run within the next two weeks, in an effort to bring in new citizens. I hereby commission the Ministry of Immigration, Naturalization, and Tourism to take all steps needed to do so, up to and including the assistance of the populous.

Sixth- A new Ministry shall be created: the Ministry of Cartography. It is responsible for maintaining relations with the MCS, commissioning maps of the Lands of Shireroth (including maps of individual Counties), and maintaining the Map of the Fiefdoms. Its first Minister shall be Bill Dusch.

Seventh- I hereby step down from the Imperial Throne of Shireroth. Erik Mortis Brookshire Metzler, Nick Foghorn Leghorn, reign in the stead of my newborn daughter and make my nation great.

Imperial Decree # 282

That the following Imperial Decree shall be held as law for Shireroth,

Part 1. This decree shall supersede and replace any previous law or legislation related to the Economic System of Shireroth. It shall be deemed as Law and Precedent when dealing with all issues regarding economics and shall act foremost among laws for the economic and financial issues.

Part 2. The authority of interpretation of the following articles rests in the following offices: a) The Kaiser b) The Arbiter c) The Minister of Trade

i) The Kaiser shall act as supreme regulator of the economy and will hold all currency as property of The Crown. Crown Currency represents the total sum of currency not in general circulation and shall be held in The Crown Account. The Crown Account shall act as the account of The Government Of Shireroth under the authority of The Kaiser. All currencies shall be distributed from the Crown Account and all taxes deposited to The Crown Account. The Crown Account may not be drawn on by The Kaiser himself for personal use, but the sum funds residing in The Crown Account are reserved for the purpose of government spending as determined by The Kaiser, The Steward or by Act of the Landsraad. The Kaiser may hold a personal account known as "The Household Account" which remains the personal property of the reigning Kaiser. This account is subject to the authority of The Arbiter as noted below.

ii) In cases dealing with procedure, The Minister of Trade (hereafter referred simply as "the minister") shall act as director and comptroller of the functioning of the economic system. The minister shall promote the use of the economic system and devise of new ways to implement it. The minister shall act as the authority for registering businesses and shall ensure the correct procedures are followed by said companies. The minister is not warranted to conduct any financial investigations, nor warranted to audit companies registered in The Imperial Republic Of Shireroth. All issues of international trade must be overseen and approved of by the minister who in turn will notify The Kaiser.

iii) The Arbiter shall act as auditor of any and all accounts registered within The Imperial Republic Of Shireroth. The Arbiter shall have access to any and all bank records and transactions and is charged with Royal warrant to investigate any financial issue. All disputes regarding a financial nature shall be presided over by The Arbiter. The Arbiter is warranted to apply fines, restrictions and procedural limitations on any account or company registered within the Imperial Republic Of Shireroth with the exception to the accounts held by The Crown, but not limited to personal accounts held by the monarch.

Part 3. The unit of currency used by the subjects and inhabitants of The Imperial Republic Of Shireroth shall be known as "The Erb". Erb may be traded and owned only by citizens of The Imperial Republic of Shireroth and limited to trade within the Realm unless otherwise decreed by The Kaiser or by act of Landsraad.

Part 4. The total sum of Erb shall begin at 5000 Erb in circulation. Additional Erb may be added to circulation as required by the authority of The Kaiser or by Act of landsraad. All Erb shall be initially issued from The Crown Account and distributed to other accounts as stated within this decree. Additional distributions may be made By The Kaiser or by Act of Landsraad from The Crown account or by regular functions of the economy as stated within this Decree. The transfer of currency between two parties (either company or citizen) may be done so at will but remain subject to potential audit if required by The Kaiser, The Arbiter or by Act of Landsraad.

Part 5. The initial issue of currency at the launch of this new economic system shall be as follows:

a) 500 erb to The Household Account b) 400 erb to The Steward c) 200 erb to each Duke d) 100 erb to each Baron e) 50 erb to each standing citizen and each new citizen who did not qualify among those listed above in the original issue.

Part 6. A citizen who revokes their citizenship or is declared legally dead by The Kaiser or by Act of Landsraad will have their account revoked, and the balance returned to The Crown Account. Any individual who had once held citizenship in The Imperial Republic Of Shireroth who then renounced their citizenship and has again applied for citizenship shall not be issued the initial allotment of currency as stated in Article 5 e). A citizen who achieves a higher status within the hierarchy of The Imperial Republic Of Shireroth (as stated in Article 5 of this decree) shall be issued an allotment of currency according to their new rank. If that citizen then revokes their rank and is reinstated to that rank, they will not receive an additional allotment of currency.

Part 7. The value of The Erb shall be pegged to a vote in The Landsraad. The total amount of erb in the account of a voting member of the Landsraad will be counted as the total amount of votes that member has within the Landsraad. Only Dukes have a voting right in the Landsraad, either Aye or Nay. Should the subjects within a Duchy wish to boost the votes of their Duke or Baron, they may state in the Landsraad that they wish their erb to be counted toward the vote of their Duke. This decision is merely a "Support" or "Not support", and is either added to the Duke's current vote, or ignored for this voting issue.

Part 8. Erb counted toward votes in the Landsraad are not terminated at the end of each vote, but may be reused and reflected in the gain and loss of currency within the account of each voter.

Part 9. Citizens wishing to register a Business within the Imperial Republic Of Shireroth must register within the Ministry of Trade. They must state who the primary owner of the company is and is limited to one owner. Profits gained by the company will be deposited into the owners account and distributed by the owner as they see fit. Companies engaging in international trade are forbidden to exchange erb with a foreign currency, or give erb to non-citizens of The Imperial Republic Of Shireroth unless otherwise stated by The Kaiser or by Act of Landsraad.

Part 10. The Kaiser may not use the balance of The Household Account to vote in the Landsraad, but may use the balance as otherwise desired within the limit of regulations stated in this decree.

Part 11. All currencies will be held within accounts registered to the Bank of The Imperial Republic of Shireroth.

Imperial Decree 327 Re: Railway construction

Loki, being third of the name, Kaiser of Shireroth, sends gretings to Shireroth and Micronationry at Large.

It has been brought to our attention massive railway construction has been taking pleace in the Benacian portion of our realm.

We are well pleased with this. However, we must give thought to other portions of our realm, not in such a position to take advantage of these forms of communication.

Therefore, we Decree the establishment of the Yardistan, Straylight and Kildare Railroad.

The Dukes of Kildare, Straylight and Yardistan shall be the Board of Directors of the new national enterprise, with the Kaiser, the Minister of Trade, and the Steward as ex-officio members.

Done this Homersday, being the 24th of Anandjan, 3367 ASC.

Chapter IV: Ministries Section C: Ministry of Information
Subsection 1: Access and Fiscal Requirements

The Minister of Information shall be given Sysop access in the ShireWiki, access to update Malarbor announcements or to arrange for updates by others, and a budget set by MiniTrade for outsourcing ministerial duties as necessary.
Subsection 2: Wiki and Malarbox Duties

The Minister of Information shall be the chief editor of both the ShireWiki and of the Malarbor announcement box, with final say over their contents and possible disputes thereover.
Subsection 3: Department of Research and Education

The Ministry of Information shall maintain a Department of Research and Education for the organization and development of national culture, technology, and education.
Subsection 4: Directorate of Cartography

The Ministry of Information shall maintain a Directorate of Cartography, which has primary responsibility for notifying the MCS of any land changes within Shireroth and designing and maintaining special maps of the Imperial Republic.

Subsection 1: General Duties

The job of the Minister of Trade (hereafter referred simply as "the minister") is to see to all economic affairs within Shireroth, and maintain the Shirithian Imperial Treasury.
Subsection 2: Specific Duties

a. In cases dealing with procedure, the Minister of Trade shall act as director and comptroller of the functioning of the economic system.
b. The minister shall promote the use of the economic system and devise of new ways to implement it.
c. The minister shall act as the authority for registering businesses and shall ensure the correct procedures are followed by said companies.

Section A: Interpretation
Subsection 1: Authority of Interpretation

a. The authority of interpretation of this chapter rests in the following offices, in descending order:

Subsection 2: Imperial Treasury

a. The Shirithian Imperial Treasury shall act as the account of the Imperial Government.
b. The sum funds residing in The Shirithian Imperial Treasury are reserved for the purpose of government spending.
Section B: Currency
Subsection 1: National Currency

The national unit of currency used in The Imperial Republic Of Shireroth shall be known as "The Erb".
Subsection 2: Local Currencies

In promotion of our feudal society and government, Duchies may have a local unit of currency when approved by the Kaiser for the purpose of developing the economy of the Duchy.
Section C: Distribution of Money
Subsection 1: Initial Bounty

All new citizens shall receive a bounty from the Ministry of Trade upon joining Shireroth.
Subsection 2: Reclamation of Funds

The Ministry of Trade shall issue regulations regarding procedure when an account holder is declared legally dead or has zir citizenship revoked.
Subsection 3: Bounties

The Ministry of Trade is empowered to distribute further money by means of paying bounties.
Section D: Companies
Subsection 1: Corporate Regulation

The Ministry of Trade shall issue regulations concerning the operation of companies in Shireroth.
Section E: Official Bank
Subsection 1: Small Commonwealth Bank

The Small Commonwealth Bank is the official bank of Shireroth.
Section F: Financial Privacy
Subsection 1: Disclosure

a. Any financial records, statements, or statistics pertaining to an individual citizen of Shireroth, including those of their accounts in the Small Commonwealth Bank, shall not be made or permitted to be made available to the public except by the sole discretion and action of that citizen.

a.i. Exceptions may be made during the course of a case before the Imperial Judex, if said financial information is relevant as evidence.
a.ii. Any said financial records, statements, or statistics shall still be available as needed to officials in the Imperial Government.

Subsection 2: Anonymous Accounts

The preceding section shall not necessarily apply to any presentation of financial records, statements, or statistics in which individuals are not explicitly identified.
Section G: Taxation
Subsection 1: Authority to Levy Taxes

a. The Kaiser, Minister of Trade and Landsraad all have the authority to levy taxes upon citizens or Houses of the land.
b. The patron of a house may levy taxes upon those within their house.
c. Those holding a land in fief may levy taxes upon any who reside within their lands.
Subsection 2: Land Tax

a. When a land taxation is levied by the Imperial Government, each holder of land-in-fief shall pay 25€ for each county that zie holds.
b. If a county is held directly by a house, or is tied to a title, the holder of that title, or patron of the house, must pay the tax.
c. This tax must be paid by the individual, or their respective house, to the Imperial Treasury within 14 days.
d. If the tax upon a county is not paid within the allotted time it is placed up for auction by the Imperial Government, administered by the Minister of Trade, with all proceeds going to the Imperial Treasury, or the land may be directly seized by the Imperial Government.
e. Lands purchased at auction in this manner are transferred to the purchaser and granted in fief to them by the Imperial Government.
Section H: Guilds
Subsection 1: Recognition

A system of guilds shall be introduced in Shireroth. Any specific area of economic activity may apply to the Ministry of Trade to be recognised as a guild.
Subsection 2: Rights and Limitations

a. Guilds will be limited to a specific area of economic activity, but within that area are allowed to require qualifications for membership with a basic framework drawn up by the Ministry of Trade. Guild members are also the only people allowed to charge for the service they render.
b. If membership qualifications are deemed excessive by the Ministry of Trade they may be changed by the Ministry.
Subsection 3: Disbanding

If at any point Guild has no remaining members, it will be disbanded.
