Resolution of the Frenzy of the Bovic Dominion of Natopia,

WHEREAS the High Realm of Stormark has, in the form of its sovereign representative High King Harald, demonstrated questionable actions by interfering in the sovereign right of the people of Amokolia to choose their own government and,

WHEREAS the High Realm of Stormark has demonstrated its disregard for the basic human rights of self-determination and self-government by sanctioning a "bidding war" open to all Micran nations to annex Amokolia after all Amokolians expressed their clear and public desire to be annexed to the Realm of Elwynn.

RECOGNIZING that persuant to Article 10. of the Treaty of Port Chloe "That the cancellation of this Treaty must be undertaken via a written notice posted in both Nations' forums for a minimum period of five days before the annulment date."

THEREFORE, the people of Natopia, in Frenzy assembled, hereby authorize the Natopian Minister of Silly Walks to post such a notice to the forum of the High Realm of Stormark to achieve the annulment of the Treaty

Resolution of the Frenzy of the Bovic Dominion of Natopia

WHEREAS the Ministry of Silly Walks has proposed a change to the lands of the Dominion,

WHEREAS above proposal creates a special capital district for Lindstrom City,

The people of Natopia, in Frenzy assembled, hereby approve the Ministry's proposal to inform the MCS of our territorial changes and also hereby announce that the city of Lindstrom City shall enjoy full autonomy from Ziegeland-Lochhatonia as a unique capital district distinct and separate from all demesnes and protectorates of the Dominion belonging to all people of Natopia.

The citizens of Natopia, in Frenzy assembled, hereby resolve to approve an expansion to the lands of the Dominion. The lands are recognized as a gift from the Hegemony of Athlon, an autonomous protectorate of the Dominion. These lands will forever be fully integrated into Natopia.

Resolution to Transfer Land between Ziegeland-Lochhatonia, Tapfer Aeterna and Klaasiya

The island of Punkrock is integrated into the United Barony of Ziegeland-Lochhatonia as the island has existed within the former demesne of Lochhatonia on several occasions.



The Island of Ferien and Fort Silver are integrated into the March of Klaasiya as both these territories protect access to Borders Bay and are in line with Klaasiya's function as the Dominion's borderlands.

The citizens of Natopia, in Frenzy assembled, hereby resolve to approve an expansion to the lands of the Dominion.

Seeing that due to Athlon's recent cession of it's Euran holdings have left the Dominion without any presence beyond Tapfer and seeing that Natopia is desirous of maintaining a presence beyond our immediate surroundings, the Frenzy hereby authorizes the Minister of Silly Walks to lodge a claim with the MCS for Farpoint Station and Bandi City. Farpoint and Bandi City will be administered together as the "Dominion Islands" under the Imperial Government until such a time as residents request otherwise by referendum.



Further noting that the Dominion's policy of unifying Tapfer under our flag, the Frenzy further authorizes an expansion of the County-Palatine of Tapfer Aeterna.

Chancellor's Note: However, it appears that Normark retracted its withdrawal from the MCS so the west islands in this claim are unavailable and will not be included in the official claim.

The Ministry of Silly Walks will keep an eye on any other islands in the chain and based on the Frenzy's approval of claiming islands in this area will, unless directed by the Frenzy otherwise, automatically claim any islands that become available immediately.

To redistribute the territorial resources of the Dominion

The Representatives of the Demesnes of the Dominion, assembled in Frenzy, hereby resolve to authorize the Chancellor, or his designated officer, to perform the following actions:

1. Take the necessary steps to formally dissolve any remaining vestiges of the former government of the Amokolian Federation, which has since been legally dissolved by Llaeng, the recognized successor state. Cultural and historical archives must be preserved.
2. Assist the people and government of Llaeng with their adaptation to Natopian protection.
3. Lodge a claim with the MCS for the Llaengish isle known as Zebra and to reclassify Llaeng as a protectorate (satellite state). (Attachment A)
4. Lodge a claim with the MCS informing them of Natopia's withdrawal from Benacia (Automatica and Mishalan).
5. Lodge a claim with the MCS for the new demesne of Arboria (Tirlar) on western Apollonia. (Attachment B)
6. Lodge a claim with the MCS for the new Frenzy-controlled territory on Tapfer. (Attachment C)

Furthermore, this resolution requires a supplemental Act(s) to provide for the particularities of adding new land to the Dominion: amend I.2. Add section to the code to create regulations for administering the Northwest Tapfer Territory following the Ptia precedent of Frenzy-directed rule. This act(s) must be proposed to the Frenzy no later then 7 days after this Resolution is passed.

To redistribute and expand the territorial resources of the Dominion

The Representatives of the Demesnes of the Dominion, assembled in Frenzy, hereby resolve to authorize the Chancellor, or his designated officer, to perform the following actions:

1. Take the necessary steps to formally abandon any and all claims to the islands of Llaeng (Leng) contingent upon official notification of such desired action by the Government of Llaeng. Cultural and historical archives may be preserved within the Dominion's infrastructure if so required.
2. Claim an area of equal or larger size on the continent of Tapfer according to the following priorities.
2.1 Connect the two portions of Klaasiya through the former territory of Alexandria.
2.2 Claim the northern coast of Tapfer.
2.3 Expand into the interior of the continent by claiming space between Cape Cran Bay and Frenzyville.
3. The chancellor, or his designated officer, is authorized to first claim the full expansion as outlined in the appendix to this Resolution.
3.1 In order to secure the first and second priorities, the Chancellor or his officer may reduce the claim to the Tapfer interior.
4. Create the demesne of Universalis, with the associated settlements and bases as depicted on the attached map, and facilitate the provision of any relevant subforums, archives, administration facilities and other assets and assistance that may be required.
5. Create the additional settlements and bases associated with Augustus, Ferien, Micronia and Hazelwood, as depicted on the attached map.

To better defend the expanded territory of the Empire

The Representatives of the Demesnes of the Empire do hereby authorize the Office of the Chancellor and the Minister of State in his duties regarding the administration of the Natopian Defense Force, to expand the number of modern, sea-worthy, vessels capable of defending Natopian citizens, territories, and interests wherever they may be throughout Micras.

Current geopolitical situations and defensive tactics must be taken into consideration when deciding the size and composition of the expanded navy.

To implement the recommendations of the Secondary Strategic Defence Review

The Representatives of the Demesnes of the Empire, assembled in Frenzy, do hereby endorse and authorize the necessary investment and following actions required for the implementation of the Secondary Strategic Defense Review, to be undertaken with the guidance of the Ministry of State and in accordance with all applicable laws and regulations, and with the purposes of enhancing the security, viability and general influence of the Empire's most glorious presence in the Northern and Furthest Reaches:

1. To submit a claim with the M.C.S, as per the attached maps, for:
(i) In the central archipelago of the Skerry Isles, the relocation of the base at Farpoint to the island of East Sark with the abandonment of the existing claim over the three islands of its current location, and the relocation the existing spaceport to island of Arw under the name of Shepard Spaceport
(ii) In the central archipelago of the Skerry Isles, to additionally claim the islands of Great Skerry, Lesser Skerry and West Sark in order to provide the supporting bases of Forts Friedel, Osman and Skua, and the settlements of Forge Cove, Pharos, Pwintsydd, Lighthouse (Goleudy), Huntley Bay, Tara and East Skerry
(iii) In north-western Eura, to re-establish the city and port of Kamaltoon, and establish a new base at Fort Alkhiva.

2. To request a supplementary Act for the establishment of an appropriate demense or other government for these new territories, to presented to the Frenzy within seven days of the aforementioned claim being accepted and approved by the M.C.S.

for the GUIDANCE of the PEOPLE and the BOVIC TAPFERITE EMPIRE
of the NATOPIAN NATION



To endorse and provide funding for Stage Five of the Lindstrom City Urban Renewal Plan

The Representatives of the Demesnes of the Empire do hereby endorse and authorize the necessary investment required for Stage Five of the Lindstrom City Urban Renewal Plan, to be implemented under the guidance of the Ministry of the Nation and in accordance with all applicable laws and regulations, and with the purposes of enhancing the immediate security of the relevant institutions of the Empire, the environment of Lindstrom City, and the well-being of the Empire's citizens.

Stage Five of the Lindstrom City Urban Renewal Plan comprises the following proposed developments:

1. To enhance the security and environs of the Chancellery, the Frenzy, the Judicial Courts and the Library of Law, a pedestrian boulevard will be created along the length of Andi Avenue between Dingo Park and the Fountain of the Waters. Access for non-motorised vehicles will be retained, while motorised vehicles with permits will be permitted access between the Fountain of the Waters and the Borders Bay Canal.

2. To enhance the security and environs of the Judicial Courts, a pedestrian boulevard will be created along part of the length of Davis Street north-eastwards from the Fountain of the Waters with access for non-motorised vehicles retained, and landscaped in a manner to connect Fountain Park with the Fountain of the Waters.

3. To enhance the security and environs of the Defense Force Headquarters, the diagonal part of Davis Street adjacent thereto will be converted into a pedestrian boulevard with access for non-motorised vehicles retained.

4. To enhance the security and environs of the Imperial Arms Hotel, the diagonal part of Davis Street adjacent thereto will be converted into a pedestrian boulevard with access for non-motorised vehicles retained.

5. To enhance the security and environs of the Davis Street Cafe, the adjacent part of Davis Street will be converted into a pedestrian boulevard with access for non-motorised vehicles retained, and landscaped in a manner to connect the Cafe with the neighbouring park.

6. To enhance the security and environs of the Imperial Arms Hotel and the Defense Force Headquarters, Lindstrom Boulevard will be converted into a pedestrian boulevard between Haas Avenue and Old Eastern Avenue, with access for non-motorised vehicles retained.

7. To enhance the security and environs of the Empire Library and the Cathedral, Tapfer Street will be converted into a pedestrian boulevard between Harbour Street and Empire Avenue, with access for non-motorised vehicles retained, and landscaped in a manner to connect the Cathedral with Lindstrom Square.

8. To enhance the security and environs of the Cathedral and the Residences at the Cathedral, Empire Avenue will be closed to motorised traffic at its junction with South Street.

9. To better care for the heritage of the Empire, the Empire Library Art Museum will be expanded to occupy the two blocks to its west, in order to provide more space for the Imperial Collection and the Imperial Cartography Department, with connections provided by enclosed pedestrian walkways over Erion Avenue and Al-Osman Avenue.

To pay overdue homage to the ancient Elvish kingdom of Elivia.

The Representatives of the Demesnes of the Empire, assembled in Frenzy, do hereby authorise the following acts:
1. The establishment of a new settlement named for the ancient Elvish kingdom of Elivia;
2. The location of Elivia to be within the ancient borders of that kingdom in north-western Ziegeland;
3. The settlement of Elivia to be shown on the maps of the M.C.S. as per the attached extract;
4. The addition of Elivia to be submitted as an amendment to the M.C.S. once this Resolution has been passed by the Frenzy.

To alter the lines of the demesnes for ease of governance and local custom and preference.

The Representatives of the Empire, assembled in Legislative Frenzy, and wielding the full authority of the Natopian Nation, do hereby Resolve:

1. The border between Ziegeland and Tas Neemia will be altered such that Hazelwood is added to Tas Neemia and portions of Tas Neemia are added to Ziegeland in compensation.
2. The northern-most extremities of Klaasiya are added to Thalassa.
3. A detailed map of these alternations will be sent to the MCS upon passage of this Resolution.

To allow the Pentheral State of Athlon to annex the Tomb of Saint Elijah and for the Empire's evacuation of Taroof

Whereas the Dozan Bovic Church has requested to claim sovereignty, in the name of the Pentheral State of Athlon, over the tomb of Saint Elijah the Beloved;

Be it resolved by the Frenzy that the Frenzy grants the Pentheral State of Athlon the right to hold sovereignty and jurisdiction over the tomb of Saint Elijah the Beloved, and over the immediate area of the tomb, amounting to a similar size to that of Taroof.

The Frenzy is hereby resolved that it reaffirms its confidence in the composition of the Council of the Micronational Cartography Society as currently proposed:

i) Administrator-General: Craitman H. Pellegrino ("Craitman");
ii) Senior Councillors: Pavel' Abramovic: ("pawelabrams"), Joe Foxon ("joefoxon"), Shyriath Bukolos ("Shyriath"), Barnaby Hands ("Senya");
iii) Junior Councillor: Gerald Ruze ("Gerenia").

1. The Prince of Kujirashi-Walstadt has the Frenzy's blessing to sign the Imperial Charter of the Empire of Sangun and South Cibola (see schedule).

2. No act of the Prince or of any authority or entity or person within the Principality of Kujirashi-Walstadt will lessen the Natopian sovereignty over the demesne.

We the Representatives of the Demesnes of the Empire, having been informed by Chancellor Christophos Eucalytpos, and who are charged with this solemn duty, do hereby regretfully confirm and attest to the death of Nathaniel Andre Utas Ayreon-Kalirion of Waffel-Paine, Emperor of the Natopians, who died this day in Elijah's Rest.

Whereas Section 6.2 of the Caprine Code authorizes the Frenzy to call for a General Chancellorial Election,

Noting the Intention of Chancellor Eucalyptos to resign,

We do hereby Call for an Election, from among the citizens of the Empire, to become the next Chancellor of the Frenzy.

This election will be held according to the following procedure:

1. All citizens of the Empire, as of this resolution being passed, will be eligible for candidacy.
2. All citizens, as defined above, may self-nominate.
3. All citizens may nominate another citizen, pending acceptance of that nomination.
4. The nomination phase will last for 72 hours following the passage of this resolution. Candidates will also have this time to campaign.
5. After the nomination phase ends, a voting phase of 72 hours will begin. All citizens, as of the time of the voting phase beginning, may vote.
6. The polling place will be set up in the Imperial Chancellery building to ensure access to all citizens. Votes will be cast in public.
7. The current chancellor will oversee the election.
