[Bill] International Airports in the Principality of Arboria

Mr Speaker,

We propose the following Bill to amend the Caprine Code to establish International Airports and the International Airport Authority in the Principality of Arboria

IN THE FRENZY OF THE BOVIC EMPIRE

Senators Lydia Morris, Rachel Wheeler, Anna Hughes, Diana Dale Reynolds, Cristina Pratt, Clara Brady, Linda Stevenson, Opal Jensen, Lila Guzman, Hannah Fernandez, Rosie Burke, and Edith Silva of the Principality of Arboria introduced the following bill; which was referred to the Chancellor for consideration and committee assignment

A BILL

To amend the Caprine Code to amend the Caprine Code to establish International Airports and the International Airport Authority in the Principality of Arboria

Be it enacted by the Representatives of the Bovic Empire in Frenzy assembled,

Section 1
This Bill may be referred to as the Arboria International Airports 1685 Act

Section 2
Chapter XI, Desmenes, of the Caprine Code is amended by the inclusion of a new Subsection 4 under Section 8, to read as follows:

Section 8 - The Principality of Arboria

1. The demesnial government of the Principality of Arboria is forever and permanently vested in Her Serene and Eminent Imperial Highness Princess Esmeralda of Arboria, Princess of Molivadia, of the Houses of Osman, Ayreon-Kalirion, and Santiago-Santander; and the heirs of her body lawfully begotten, and their descendants in a direct line. The Prince or Princess of Arboria appoints the Heir Apparent and relieves them of their duties by Order in Council of the Council of Arboria. Where the Heir Apparent shall assume the Throne of Arboria at an age below Twenty-Five years, a Regent previously-appointed by the Prince or Princess of Arboria shall rule in their name until age of ascendancy, and where there is no regent, a regent shall be elected by majority vote of the Council of Arboria.

2. Where there is no Prince or Princess of Arboria due to the extinction of the line, the Council of Arboria shall assume the powers of the Prince, and shall elect a suitable Prince. Where there is no Council of Arboria, the government of the Principality shall be as the Frenzy or the Emperor of Natopia may provide.

3. Any change to the government or demesnial status of the Principality of Arboria must meet the consent of the Prince or Princess of Arboria.

4. There is hereby created under the demesnial government of the Principality of Arboria an International Airport Authority, appointed by the Princess of Arboria, which shall manage and operate the Brunopolis International Airport, Tirlar International Airport, and Aristarchus International Airport in accordance with Natopian law.

Lord Speaker,

While I do not wish to remove airports from Arboria – I find that this bill would probably be better suited within Arboria. I consider these airports devolved matters, as airports would also be considered in the Two Martyrs.

If we want imperial legislation on air and space regulation, to set up, for example, an airport or customs agency, or so on, then this Frenzy can so agree, but I find micromanaging the dealings of the demesnes themselves in this Frenzy is not perhaps the best use of the Frenzy's time, and moreover, it sets a dangerous precedence of digging away the demesnes' autonomy bill by bill.
