I present the Bill to define the Lesser Frenzy.
Some changes from backroom discussions I should note: The Representative for the thousand or so residents of New Lindstrom on Tarsica has been removed because that installation is inhabited primarily by NDF Spacefleet members who retain their primary home voting address while on mission and residents of Moonoak Thicket, who are Flaventian denizens and included in that demesne's population count already.
The Rules of the Lesser Frenzy are left vague as I do not expect most of us to get involved in the day to day affairs of that Division of the Frenzy, and thus it would be best to allow them to organically organize themselves once they are seated next year.
I believe that until the Greater and Lesser Frenzy Acts are passed, we should continue to see ourselves as The Frenzy, and pass these laws under our most recent rules and procedures.
I pray to Bous and the Trees for haste and accuracy in passing these two bills.

A BILL
To amend the Caprine Code to define the Lesser Frenzy
Be it enacted by the Senators and Representatives of the Bovic Empire of the Natopian Nation in Frenzy assembled, That the following changes are made to the laws of the Bovic Empire, namely:
Section 1
This Bill may be referred to as the Lesser Frenzy Act 1685.
Section 2
The following Chapter is inserted into the Caprine Code.
Chapter XV - The Lesser Frenzy
Section 1 - Composition
1. The Lesser Frenzy is composed of 709 Representatives divided proportionally by population from each Demesne and electorate of the Bovic Empire so that every Natopian citizen is represented, specifically:
a. Arboria: 72
b. Dos Gardenias: 273
c. Flaventia: 212
d. Klaasiya: 101
e. Mar Sara-Asara: 10
f. West Tapfer: 21
g. Lindstrom City: 15
h. Waffel Plains: 5
2. The Representatives are chosen as the law of the Demesne or electorate shall provide; provided that Representatives shall be elected by the People residing in the Demesne or electorate.
3. Each Representative has one vote, regardless of the method they were elected or selected by.
4. Only Representatives, and invited guests of the Representatives, may speak on the Floor of the Lesser Frenzy.
5. Representatives must be over the age of 25, of sound mind, not been convicted of treason or heinous major crimes, and not an idiot.
6. The number of Representatives in the Lesser Frenzy shall be determined by finding the cube root of the total population of the Bovic Empire, then finding the nearest prime number to cube root. If the nearest prime number happens to be even, add one.
Section 2 - President of the Lesser Frenzy
1. Upon the first meeting of each new session of the Lesser Frenzy, the Representatives shall elect a President from among their own members.
2. The President of the Lesser Frenzy will be the presiding officer, parliamentarian, clerk, and handle all affairs of the Lesser Division of the Frenzy.
Section 3 - Committees
1. A Bill is first introduced to the floor of the Lesser Frenzy by the sponsoring Representative(s).
2. The President assigns the Bill to a committee for review. The committee has 5 days to either recommend the bill to the Lesser Frenzy or to return it to the sponsor for revisions.
3. The President may bring any bill under committee review to the full Frenzy for a vote.
4. The standing committees of the Lesser Frenzy are:
a. Agriculture and Food
b. Appropriations
c. Armed Services and Veteran's Affairs
d. Housing and Urban Affairs
e. Finance
f. Commerce and Banking
g. Science and Technology
h. Transportation, and Mobility
i. Energy
j. Natural Resources and Forestry
k. Public Works
l. Budget
m. Environment
n. Foreign Relations
o. Health, Education, Labor and Pensions
p. National Security and Government Affairs
q. Judiciary
r. Rules and Administration
5. The President will appoint Representatives to chair the standing committees, and assign Representatives to sit on committees. The rules of the standing committees are determined by the committees.
6. The President may create special committees as needed. Special committees dissolve after four years unless renewed by a Lesser Frenzy resolution.
Section 3 - Rules of the Lesser Frenzy
1. The Lesser Frenzy shall follow appropriate rules of order for proper discussion.
2. Proper allotments of time shall be given to each Representative.
3. The Lesser Frenzy shall pass a Bill when a majority of those present vote in favor.
4. The President will conduct the rules of order, guide debate, recognize speakers, and shepherd bills through the chamber.
Section 5 - Elections
1. No later than 12 Novaber of every fourth year, the Emperor shall declare the Lesser Frenzy dissolved and issue writs for election to all Demesnes and electorates of the Bovic Empire.
2. The writs for election shall include the final date by which Demesnes and electorates must certify their election results, which shall not be later than 12 Regnuary that same year.
3. Should the Emperor not issue such writs, for whatever reason, the Chancellor or the Speaker shall issue such writs at the earliest opportunity.
4. The Emperor, and if not the Chancellor, and if not the Speaker, shall announce the overall results for the entire Lesser Frenzy and call the Lesser Frenzy to its inaugural session.
5. The first such general election of the Lesser Frenzy shall occur during the year of 1685, and the Representatives shall be sworn in and seated no later then 12 Regnuary 1686.
Section 6 - Vacancies
1. In the event of a Demesne or electorate going inactive and being unable to elect Representatives, that Demesne or electorate shall not have representation in the Lesser Frenzy until it issues special writs for elections to be concluded as soon as possible.
2. Each Demesne or electorate shall be responsible for filling its own vacant seats caused by death or resignation in the Lesser Frenzy according to the laws of that Demesne or electorate, vacancies may be filled by appointments.
3. Representatives appointed or elected by the Demesnes to fill vacancies caused by death or resignation shall serve out the term of the Representative whom they are replacing.
Section 7 - Approval of Greater Frenzy Bills
1. The President will receive Bills passed by the Greater Frenzy.
2. The President will present Greater Frenzy Bills to the Lesser Frenzy for debate and voting.
3. The Lesser Frenzy may choose to amend the Greater Frenzy Bill and send it back to that Division for approval. Or the Lesser Frenzy may simply vote the Bill down.
