Your Majesty,

in recent days the Holy Empire of Jingdao at Sea has offered treaties to all signatories to the Small Treaty of Non-Aggression but has not offered a treaty to the Gralan Empire. Please be assured that the Holy Empire of Jingdao means no disrespect towards the Gralan Empire, that the Holy Empire of Jingdao respects Gralus' territorial integrity and legitimate interests and wishes only peaceful relations. With the announced "end of Gralus" we have however decided to invest our resources in other nations.
