1:3 is just about acceptable, 1:2 is unduly lenient. No doubt Lady Rei would insist upon 1:1 if she could.

I have no idea who Lady Gafialdrsdottir is but her arrest should be ordered immediately if she is residing within the borders of the Imperial Republic. It is time for Villy Esposito to be assigned to his correct status - I am sure that special dispensation can be made for him to remain by the side of the King of Goldshire rather than depart for the colony immediately.

I agree, therefore the proposal remains "three years".

Any questions to the legal status of the remaining Froyalanish should be addressed by imperial decree.

I object to section 7.H.1 of the proposed amendment.

Three years of slavery is too harsh a replacement for one year of incarceration. So too, in my personal opinion, is two years, which amendment I offered as a compromise between the two schools of thought on the notion of slavery as a replacement for prison.

I move therefore to amend the Lady Dragonmoor's amendment by replacing “three years per prison year” with “equal to the offered term”.

All other provisions of the amendment I accept as friendly.

If the worker colony project were extended to the entire Community Servant population, then it would be less slavery and more imprisonment with hard labor.

I interpret Lady Rei's statement that she considers the entire amendment by Lady Dragonmoor to be friendly, except for one clause.

We shall therefore vote on the proposal to amend clause 7.H.1 in the Dragonmoor text by replacing “three years per prison year” with “equal to the offered term”.

You vote aye if you are in favour of Lady Rei's motion, nay if you are against. A plurality of ayes will amend the Dragonmoor text, and a plurality of nays will keep the Dragonmoor text intact.

Voting on the amendment has ended. With one vote in favor, two asbtentions, and one vote against, there is a tie. Under the rules of the Landsraad, it is the Prætor's duty to cast the tie-breaking vote. Under the precedence set by Our Lord the Radiant Sun, voting in favor of an amendment encourages debate. Accordingly, I vote aye to the amendment.

The Dragonmoor text has been updated, to now be referred to as the Dragonmoor–Milharna text. A copy of the updated text will be with you shortly.
