Procedures of the Landsraad (Voting Rights) Resolution

That the first section of the Procedures of this august Landraad be amended as follows:—

Section 1. Membership.

(a) The membership of the Landsraad is fixed by Imperial Charter.

(b) Each State is allocated 10 votes that its Duke may cast, or assign to its citizens. Any member not so allocated a vote may only speak in the Landsraad.

(c) A Duke must always have the largest single vote amongst zir State.

(d) A non-Duke member may never have more than 5 votes.

(e) Votes possessed and cast by a member must always be integers.

(f) A Duke may assign votes as zie sees fit among zir citizens, subject to the above criteria.

(g) Vote allocations may not be changed except by the Duke or other duly appointed individual. It is the responsibility of a new Duke to update their vote allocations. Changes made to vote allocations will not be counted towards already active bills.

This actually passed and was in effect for about two days before we figured out that it was not a great idea. There's just no point to it.

I have no problems with the principles of the proposal. It is with "Duke" that I take issue.

But as Kaiser, I follow tradition by refraining from voting.

I do have a problem, actually. This idea has been raised on several previous occasions, thoroughly discussed, adopted, found wanting and scrapped. What's new with this latest proposal?

I'm thoroughly against this proposal. This reverts the system back to the way it was before, when we had active citizens sitting around waiting for an inactive Duke to vote for them. It was an early, barbaric system that we've evolved beyond and have no reason to go back to.

I must remind the Queen of Lichbrook that the only reason that the previous version of this proposal is no longer in force is because the former Dutch of Kildare voted both for adopting and repealing it, Gods only know why... actually, even they probably don't.

As for the concerns raised by His Imperial Niftiness the Kaiser, first: I was never informed of nor did I ever learn that there was something I was supposed to call them other than Dukes. o_O Perhaps "governors" or some such? And second: If my recent dig through the archives of this august Landsraad is any indication, I would believe that tradition actually permits Kaisers to vote.

And to the Count of Florencia: Shireroth is a feudal nation. So has it always been and so shall it always be, and this must be once again reflected at all levels of government, including Imperially.

That sounds suspiciously like the same arguments that have been raised before...but in the interests of free debate and because I don't work weekends, I'll give this until Monday morning. If by then no-one else has expressed an interest in taking this idea further, then I see no point on continuing with it.

">feudalism" alone isn't reason enough to do anything in Shireroth anymore. I respect the proposer's zeal to make this chamber more effective and support the Imperial States, but I don't view this as the way to do it.

I don't suddenly oppose this. I voted for it at first, saw the general clusterfuck that it created, then voted for its removal. I haven't flipped on my flip-flop.
