Binding Resolution on Elwynn and Other Areas

My Lords, Ladies, Friends, countrymen,

Elwynn will be no more.

To this day, nothing sadder has ever happened to me. Elwynn the glorious, the beacon of civilization, home to cultures rich and rare, of music, literature, a myriad of languages.... It will be no more.

While the bombs burst in the air, mothers wailing over their killed children, the Ayreonist Alliance saw no other way to save the people of Elwynn, the Elwynnese nation, than to dismantle their body-politic completely. Only then could we bring an end to the many wars that have befallen our land since the days it resubmitted to the Mango Throne in 1599. Since then, the history of Elwynn has been a history of terror after terror, due to the evils of each regime there after. We had the harmonious state, the communists, the Vanics, and the Icebears. Each bringing their terror upon the population.

Elwynn brings only death. To create life, we must kill our mother. We must kill Elwynn. Only then will the Elwynnese people be free.

The Ayreonists took initiative to peace negotiations. We met with the Imperial Government and with the Icebears, with the Amokolians, Batavians, anyone with interests in the matter, to find a way out of the mess, the carnage, the tears...

In the end, after much toil, we offered our dearest mother to the sacrificial altar: Elwynn. If only that would save the people.

And we hope so. This is the last chance Elwynn has for peace.

A Binding Resolution of the Landsraad on Elwynn, the Northern Realm, Amokolia, Batavia, Hawshire, Lywall, Froyalan and Eki Aholibamah

Section 1: Holy Realm of the Great North

1. The counties of the Amokolian Isles, Vattnaland, Araxion, Utasia, Eliria, Raikoth, and Alalehzamin are severed from the Elwynnese Republic. The remainder of the Elwynnese Republic shall henceforth be known as the Holy Realm of the Great North.
2. The Lawbook, Chapter 2, Section A, subsection 2 is amended by removing “Elwynnese Republic – Elwynn – Elwynnese” and in its place adding “Holy Realm of the Great North – Northern Realm – Great Northern”.

Section 2: Amokolia

1. The Imperial Dominion of Amokolia is established.
2. The Imperial Dominion of Mishalan is dissolved and replaced by the County of Mishalan
3. The Military Government of Oleslääd is dissolved and replaced by the County of Oleslääd.
4. The counties of Mishalan and Oleslääd are joined with the counties of the Amokolian Isles and Vattnaland to form the Imperial Dominion of Amokolia.
5. The capital of the Dominion is Anun.

Section 3: Raikoth

1. The continental bailiwicks of Raikoth are severed from the county and joined as bailiwicks of the most proximous Amokolian county.
2. The remainder of Raikoth shall form an imperial dominion under the name County of Raikoth.

Section 4: Remaining Elwynnese counties

1. Alalehzamin shall form an imperial dominion under the name of the Emirate of Alalehzamin.
2. The City and County of Eliria shall form an imperial dominion.
3. Utasia shall form an imperial dominion under the name of the County of Utasia.
4. Araxion shall form an imperial dominion under the name of the County of Araxion.

Section 5: Froyalan reorganization
The Froyalan National Reserve is reorganized as an imperial dominion of four non-contiguous districts: East, North, West, and South.

Section 6: Batavia

1. The Military Government of Westpoint is dissolved and replaced by the government of the Imperial Dominion of Batavia (“Batavia”).
2. The Siyacha Free State is brought under the full sovereignty, law and jurisdiction of the Imperial Republic as an autonomous district of Batavia under the name of the District of Nackholm–Rhineland.
3. The area known as Rhineland, Rhijnland or Transbatavia, and was ceded to the Imperial Republic from the United Batavian States, is subsumed into the District of Nackholm–Rhineland.

Section 7: Hawshire-Dura

1. The Imperial Republic extends its sovereignty, law and jurisdiction to Hawshire-Dura.
2. The County of Hawshire-Dura shall be an autonomous region of the County Palatine of Kezan.

Section 8: Lywall
The Imperial Republic extends its sovereignty, law and jurisdiction to Lywall which is incorporated as a county of Modan.

Section 9: Map
The map affixed to this Act in the Appendix delineates the borders of the dominions and states.

Section 10: Amnesties

1. This Bill shall not become law unless the Kaiser issues a full and unconditional pardon for all criminal acts related to Fall Ellen-Hagg, the government of the Elwynnese Republic, or the conduct of any armed forces in the territory of the Elwynnese Republic prior to the adoption of this Act.
2. Furthermore, this Bill shall not become law unless the Kaiser unconditionally restores the noble dignity of Eki Aholibamah, Queen of the Great North.

We reject the depiction of this resolution as being a peace treaty of some sort; the supposition that the passage of a resolution is contingent upon some act favourable to a rebel group is an anathema to the sovereignty of the Imperial Republic and the dignity of the Imperial Republic. We condemn the Ayreonist Alliance for acting beyond their powers in attempting negotiations at all.

We move that Section 10 of this resolution be deleted in its entirety. The rebel factions are in the thrall of a heretical religion. There can be no amnesty for them until they return to their senses, demonstrated by performing worshipful acts of veneration and submission before the sacred icons of the Kaiser and the Imperial Cult.

And the Ayreonist Alliance, in turn, condemns the Nationalist–Humanist alliance for their uncompromisable nature.

These negotiations were conducted together with the Imperial Government – that we took initiative to these negotiations is not a bad thing – it made the many parts sit together and discuss the matter instead of killing each other.

The Imperial Government is behind this resolution, those are the assurances I have received from the Imperial Government, and the Verionists and Icebears are behind this resolution too. May I remind the Nat-Hum that Section 10 protects their mercenaries, soldiers, etc... too?

By the act of making peace, the Icebears make their veneration and submission before the sacred icons of the Kaiser known.

The comments by the emissary for the Imperial Mother are invalid. And where is the Imperial Mother? If this matter was so important, why isn't the Imperial Mother here to defend and lead her Nat-Hum chums?

The Imperial Mother has ascended to join the company of the elect in paradise. Having consulted with representatives of the Ministry of Military Affairs, I can assure the Landsraad that the Imperial Government rejects absolutely the notion of any negotiated settlement with heretics. What this resolution should entail is the imposition of a final administrative solution upon the collapsed Imperial State of Elwynn. The consent of other parties is not required, they need only obey, and as part of that obedience let all citizens and denizens of the former Elwynn renew their obedience to the Kaiser and the Gods by making prompt sacrifice at the altars of our ancient and hallowed religion.
