Election of Steward

My Lords and Ladies,

On ASC 6675 [14 Nov], the term of the current Steward will have ended. As deputy prætor of the Landsraad, I have been to hold elections for Steward before that time, so that there will at all times be a Steward in power.

I ask for nominations. The nominee must be a citizen of the Imperial Republic.

Futher, the rules state:

In any election with more than one candidate, the candidate receiving a plurality of votes. In confirmation elections (that it to say when there is only one candidate), the candidate must enjoy the favour of the Landsraad, in the form of a plurality of AYE votes, in order to be confirmed.

Voting will start at the very latest on ASC 6671 [10 Nov], but I prefer that voting start before that, so that in the event we need a transition of power between the incubent Steward and the Steward-elect, there will be time for such a transition.

A matter has been raised about Agha Mahmood Sadri who cast a vote despite not being on the roll of nobles.

I am ready to make a ruling here.

Since the promulgation of the new Charter, we have not passed any law on the membership of the Landsraad. I understand that there are discussions to do so, some which have been started by myself even, but as such the membership of the Landsraad remains the same as it was previously to the promulgation of the Landsraad. No law has yet been made to restrict Landsraad to the List of Notable Nobles. This is a matter for the Landsraad to legislate. But the Landsraad has so far refrained from making such legislation.

Agha Sadri was a member of the Landsraad before the promulgation of the new Charter, as evidenced by his clearance to access the Landsraad chamber, and remains therefore a member for the duration of this matter. The vote of Agha Sadri remains valid.

Now, this ruling may be appealed by an interested party to the full sitting of the Landsraad in a separate thread. By doing so, an alternative wording of ruling shall be prepared, and if the Landsraad resolves by a majority to adopt that ruling, that ruling will take precedence over mine.
