Unfortunately, Aryasht fell into inactivity over the past months. Other than yourself, nobody was creating a lot of new culture or government in their regions and I couldn't drive politics by myself; it became obvious that unless I was around to stir things up, the rest of the people were not taking matters into their own hands. I had a month period where I was inactive due to school and it was hard to start things up again after that.

That being said, for cultural, geographic, historical reasons, we are trying to keep Aryasht/Antica together as much as possible so the whole thing can be incorporated as a region/duchy into Shireroth. The Kaiser and Benkern have been negotiating things for a while so hopefully something will come up.

That being said, I know these things take time but this is really moving disappointingly slow. I am starting to think that Rossheim might be the one to follow on this matter.

On a random note, I love the details of territorial subdivisions so I ought to point out that administratively and legally, Rulak and the Dyre Islands are two separate units, both featuring Ryan's work.

Joking aside, I do have a lot of sympathy for your predicament: if you are to save Aryasht, you need to work on it, but it's unreasonable to expect you to put in the work required to develop your existing areas if you may be forced to give them up. None of us want an out-and-out fight with the MCS (who are decent fellows), but at the same time, having read some recent comments in the MCS forum, I am more convinced than ever that certain people really are out of step with current realities.

For now, why don't you issue a decree that incorporates Aryasht into Shireroth without any further details on territory or geography. This is just to make it a legal fact that Aryasht, in some sense or the other, has been incorporated into Shireroth. At the same time I can formally declare Aryasht to be a part/protectorate of Shireroth and we can at least begin making some progress towards incorporation and move the forums into Shireroth. We can continue to work out the details as we go along.

Making it an Imperial State will require a Landsraad vote, and there's no mechanism for protectorates, now that it's been excised from the law. Simple, straightforward treaty to create an ad-hoc protectorate, then? Somebody find me the treaty letterhead!

THE IMPERIAL REPUBLIC OF SHIREROTH

and

THE HOLY EMPIRE OF ARYASHT

Article I
The Imperial Republic of Shireroth hereby extends protectorate status over the Holy Empire of Aryasht.
The Holy Empire of Aryasht hereby recognizes the Imperial Republic of Shireroth as suzerain.

Article II
A citizen of Aryasht is not automatically a citizen of Shireroth.

Article III
The foreign affairs for Aryasht shall hereafter be managed by the Imperial Government of Shireroth.

Article IV
Aryasht may maintain its own armed forces, but may not declare war unilaterally.

Article V
Shirerithian national law shall have full force and effect in Aryasht, so far as it is enforced within Shireroth proper and so far as it does not contradict with the law and tradition of Aryasht.

Article VI
This treaty may be modified by the mutual consent of both governments. Aryasht may not unilaterally divest itself of its protectorate status. Violation of this treaty by Shireroth shall void the extension of protectorate status and Aryasht will regain fully-independent status.
