THE TREATY OF LICHPORT
An agreement between various offices of state promulgated as an Edict by the Minister of the Interior and Defence



Having met on this day, as indicated, at the Lichport in Caverden, following the customary exchange of hostages under a flag of truce, representatives of the Imperial Forces, the Imperial Constabulary, the Office of Bounties and Factorage, the Imperial Postal Service, and the Cedrozurvanist Church of the Highest Divinity, have exchanged and accepted their credentials. Having done so they are prepared to accept the guidance of the Prince of Modan with regards to the organisation of the Ministry of the Interior and Defence, established by Imperial Decree 1119.

Accordingly the above are party to the following agreement to which they shall henceforth be bound by blood and sacrifice:
  1. All parties to this agreement shall sign the Covenant. All employees, contractors, associates, affiliates, dependants, and any other person bound in any way whatsoever to any organisation party to this agreement shall also sign the Covenant. Any person who refuses the Covenant within one Norton year of the date of this agreement shall be dismissed from service.
  2. The following provisional organisational structure of the Ministry of the Interior and Defence is adopted:
    • Office of Bounties and Factorage
      • Bureau of Economic Affairs
      • Bureau of the Fiscus
      • Bureau of Guilds and Factorage
    • Office of Coordination and Harmony
      • Bureau of Citizenship Services
      • Bureau of Community Servants and Loyal Subjects
      • Bureau of Information Technologies
      • Bureau of Protective Services
    • Office of Defence and Security
      • Bureau of Equipment and Support
      • Bureau of the Imperial Forces
      • Bureau of the Panopticon
      • Bureau of Public Safety
    • Office of Rites and Doctrines
      • Bureau of Indoctrination
      • Bureau of Propitiation
  3. The Office of Bounties and Factorage shall be held by its present incumbents. Its responsibility shall be the appropriation of all revenues due to the Imperial Republic and their allocation to the Ministries of the Imperial Government in line with the established budget. The Commissioner of Bounties and Factorage, reporting to the Prince of Modan, shall be Lord Philemon Lewis.
  4. The Office of Coordination and Harmony shall be held by the Imperial Constabulary. Its responsibility shall be the maintenance of a coordinated state and a harmonious society in the Imperial Republic. The Commissioner of Coordination and Harmony, reporting to the Prince of Modan, shall be Lord Senàn Caldwell.
  5. The Office of Defence and Security shall be held by the Imperial Forces. Its responsibility shall be the defence of the realm from all enemies, foreign and domestic. The Prince of Modan shall hold the office of Commissioner of Defence and Security in his own right.
  6. The Office of Rites and Doctrines shall be held by the Cedrozurvanist Church of the Highest Divinity. All Benacian temples, Imperial educational institutions - excluding those associated with the Imperial Household Agency, cultural institutions, broadcast institutions, and publications shall be subject to the oversight of the Office of Rites and Doctrines. The Commissioner of Rites and Doctrines shall be Lord Ravencloak.
  7. The Office of Bounties and Factorage is commanded to appropriate and allocate to the Ministry of the Interior and Defence 70% of the total yearly contribution gathered in by its agents as hitherto mandated. 40% of this sum shall be assigned to the Office of Defence and Security, 30% shall be allocated to the Office of Coordination and Harmonisation with the Offices of Bounties and Factorage and Rites and Doctrines receiving 15% each.
  8. Each office shall, in addition to regularly constituted forces, be permitted to establish and maintain a volunteer militia for site security and special duties as local circumstances necessitate. Militia thus established are to be accorded the privileges and responsibilities associated with being auxiliaries and constables in Imperial service. They are not however to be regarded as Loyal Subjects but shall remain as Denizens and Citizens according to their station.
  9. The Imperial Postal Service is transferred from the Office of Bounties and Factorage to the Office of Coordination and Harmonisation.
  10. Offices are encouraged to exercise their initiative in establishing the remits of their subordinate bureaus. Areas of conflict and overlap may be reported to the Prince of Modan for review and final decision.
  11. The Prince of Modan and the above named Commissioners shall constitute a ministerial Board of Control responsible for providing oversight and ensuring compliance on the part of all offices and bureaus herein established with the terms of this agreement.
  12. This agreement may be revisited and expanded upon by a majority vote of the Board of Control.
