Ministerial Edict 1659/M/E/001: Response to Frontier Violations

With regards to the present political situation it is ordered that:

1. Imperial Forces must adopt a posture of heightened vigilance on the frontiers of the Imperial Republic.
2. Any person or groups or persons attempting to cross into the territory of the Imperial Republic by any route other than by the lawful and regularly manned border posts maintained by the Imperial Marshals must be considered an armed insurgent force, comprised of unlawful combatants, and dealt with by Imperial Forces with appropriate severity.
3. Any person or group of persons approaching within 500 metres of the frontier without the prior knowledge or consent of the Imperial Republic must be deemed as making an attempt to cross in to the territory of the Imperial Republic. Accordingly they must be engaged and killed as unlawful combatants.
4. Imperial Forces may pursue unlawful combatants, for the purpose of thorough eradication, for a distance of 5 kilometres from the frontier, or until such time as the unlawful combatants have fallen into the custody of a recognised state, whichever occurs the sooner.
5. Unlawful combatants taken into Imperial custody must be surrendered to the Imperial Forces for summary court martial in accordance with the customs and laws of war.
