MINISTERIAL EDICT
IMPERIAL MINISTRY OF THE INTERIOR

1651/I/E/1 – 13 Silnuai 1651

ON THE GRAND CENSUS OF THE IMPERIAL REPUBLIC


Section 1: Directions

This Edict is directed to the following subjects of the Imperial Republic:
– the governments of each Imperial State
– the Prefecture of Shirekeep
– the governments of each other Imperial Dominion
– the government of Talenore
– the Imperial Ministry of Military Affairs (see section 3).

Section 2: Census to be held

Each subject shall before the conclusion of the current Norton year complete a census of its population, for each of its subdivisions (as included on the MCS map) as well as for the population of each city on the MCS map. Demographics for the cities are not required.

Such data shall further be divided by either cultural identity or main language spoken (the choice may be decided by the appropriate subject), though both may be included.

The data shall be transmitted to the Imperial Ministry of the Interior before the conclusion of the second month of 1652.


Section 3: Exceptions

1. In the event that a subject may have significant problems in gathering the data, it may delegate the gathering of the data to the Imperial Ministry of the Interior. In areas where subjects’ civil government are unable to collect the data, the Imperial Ministry of Military Affairs is authorized to collect such data.

2. The Imperial Ministry of Military Affairs shall also gather the data for the Mandate of Tellia.


Section 4: Special considerations

The Imperial Ministry of the Interior may, if it finds that grave errors have come out of subjects’ collection, review the census for a particular area and amend it after careful study of the reality of that area, in conjunction with the Imperial Ministry of Military Affairs.

The return submitted for the Imperial County by the erstwhile Minister of the Interior, Viscount Myn, has been misplaced and the Inquisitor is asked to issue a warrant for the arrest of the Lord Myn, on the grounds of sabotage, so that these data may be incorporated into the Grand Census.
