5326 ASC.

In the case of

A QUESTION OF INTERPRETATION OF THE CHARTER

The term 'Minister' in Ch.II.A.2.c refer to all classes of Minister, including ambassadors, but the Kaiser has the inherent power to delegate authority to ministers in the administration of that Ministry. The obvious examples of that mandated by the Charter are the MoMA's involvement in the command of Imperial Armed Forces, or the MiniEx's help in formulating foreign policy, which is an Imperial power. Therefore, it is the Kaiser's right to appoint Ministers, sub-Ministers, ambassadors, military commanders and other government officers but may give the power to appoint these lower officers to Ministers. The internal organisation of a Ministry being the prerogative of its Minister under LB.4.A.3 is not inconsistent with the Imperial right to appoint Ministers, as it would be unnatural for Imperial Ministers, the limbs and mandibles of central administration and policy, to resist the Kaiser, the heart, mind and soul of government.
