My most distinguished guests, out of love for our dear Natopia, I have invited you at the Palace of the Bay this evening. As we enjoy the juice and bagels on the tables, I wanted to introduce you to a new idea of unity and cooperation between our demesnes and our peoples. Them being Natopians, it might be the case we have unwillingly and unknowingly caused them unnecessary trouble. We lack common standards and common rules going beyond the way-too-general Caprine Code. Please open up the folders in front of you and introduce yourself to the project inside:

1.The Common Inter-Demesnial Policy Framework is a set of standards and regulations set by and for each Signatory Demesne to uphold.
2.The Common Inter-Demesnial Policy Framework consists of:
a) The Statues and Membership Regulation.
b) Any and all Conceptual Frameworks agreed by the Signatory Demesnes.
c) Any and all other relevant documents and agreements.
3. The Statues and Membership Regulation defines the goal and objectives of the Policy Framework and the membership rules and regulations.
Article 1: The Statues and Membership Regulation
By this Statues and Membership Regulation, the Signatory Demesnes establish among themselves a Common Inter-Demesnial Policy Framework, hereinafter called ‘the Policy Framework’.
Section 1. The Policy Framework shall set itself the following objectives:
a) To promote economic and social progress and well-being which is balanced and sustainable.
b) To promote and encourage the use of common standards and rules organised in Conceptual Frameworks for ease of the public and the demesnial administrations.
Section 2. The Policy Framework is based on membership of Signatory Demesnes.
a) In order to become a Signatory Demesne, it is a requirement that:
o A Demesne, recognised in the Caprine Code, submits an application to join the Policy Framework.
o That Demesne consents to the Statues and Membership Regulation and such other documents that the Policy Framework may establish.
o The Signatory Demesnes approve the application by a two-thirds majority vote.
o At a time specified by the Signatory Demesnes, the Statues and Membership Regulation shall begin to apply in that demesne and be considered a part of its legal system.
If rejected, another application cannot be submitted within three Natopian years.
b) For the purposes of this Section, a Demesnial Union cannot solely apply and become a Signatory Demesne. Each demesne in such union shall apply unilaterally in accordance with its, and its union’s, legal arrangements.
c) For the purposes of this Section, the Free and Imperial City of Lindstrom shall be considered a separate entity of its own and permitted to apply to become a Signatory Demesne.
d) Signatory Demesnes shall cooperate and be obliged to do so on all matters concerning the Policy Framework, with the sole exception of Conceptual Frameworks to which a Signatory Demesne is not a party.
e) A Signatory Demesne may send a notification of its intention to cease its membership of the Policy Framework, in which case the Statues and Membership Regulation, and all other relevant documents, shall cease to apply in that demesne one Natopian year after such notification.
Section 3. Conceptual Framework
a) A Conceptual Framework is an agreement between any number of Signatory Demesnes on a set of common standards and regulations, which shall apply in those Signatory Demesnes.
b) A Conceptual Framework cannot have a retrospective effect and cannot be exclusive to all and any Signatory Demesne.
c) A Signatory Demesne may at any time submit an application to join any Conceptual Framework agreement. Such application is processed automatically and the Conceptual Framework shall begin to apply in the Signatory Demesne within 2 Natopian years.
d) A Signatory Demesne may at any time send a notification of its intention to cease its membership of a Conceptual Framework, in which case the Conceptual Framework, and all other relevant documents, shall cease to apply in that demesne one Natopian year after such notification.
Section 4. The Supreme Court of Natopia
a) The Supreme Court of Natopia shall decide on any disputes between Signatory Demesnes relevant to the Policy Framework and provide interpretations of the Statues and Membership Regulation, the Conceptual Frameworks and all other relevant documents.
Section 5. Amendments and Dissolution
a) The Statues and Membership Regulation is amended by a two-thirds majority of the Active Signatory Demesnes.
b) The Policy Framework agreement is dissolved by the unanimous consent of the Active Signatory Demesnes.
c) Active Signatory Demesnes shall be those Signatory Demesnes whose Demesnial Leaders have shown activity within the last three Natopian years.
Initially suggested Conceptual Frameworks are:
a) The Conceptual Framework for Business, Innovation and Technology.
b) The Conceptual Framework for Taxation and Accounting.
c) The Conceptual Framework for Agriculture and Foods.
