[Massat] Government consensus

Your Imperial Majesty

It is the consensus of the people of Massat, formerly known as Uppland, that the demesne shall operate under a democratic system of government, with myself as the first leader.

It is the consensus of the people of Massat and Opaeghia that the Palatine Kingdom shall be supplanted by a federative republic between the two demesnes.

I also wish to most formally and gravely lodge my objection to the form of government proposed in old Uppland by the absent usurper Thorstein Noah.

This constitutes our administrative system in accordance with the Caprine Code, and I ask for your blessing accordingly.
